A Study On The Construction Of The Mechanism Of Grassroots Cadres' Fault Tolerance And Correction

The grassroots cadres in our country are a huge group,accounting for a large proportion of the entire cadres.They have struggled at the grassroots level for a long-time,shouldering many important tasks such as grassroots reform and innovation,poverty alleviation,rural revitalization,grassroots governance and so on.They also face the people directly,and are the main force in building the great cause of socialism with Chinese characteristics in the new era.With the overall extension from strict governance of CPC to the grassroots,the strict accountability system has made some grassroots cadres who have violated the law and discipline become the object of accountability,which is easy to induce the "avoidance psychology" to a certain extent.This is a major reason why grassroots cadres do not dare to act and do not want to act.It is necessary to take practical measures to arouse the enthusiasm of grassroots cadres and let them dare to do what they want.In terms of discussion,the leaders of CPC and PRC such as Xi Jinping and Li Keqiang had mentioned the need to establish a fault-tolerant and fault-correction mechanism on multiple occasions.The government work report and the report of the 19 th National Congress of CPC also successively mentioned the "Fault tolerance and correction mechanism".In terms of policies,the Central Committee of CPC has successively issued policies and regulations such as "Opinions on Further Encouraging the Masses of Cadres in New Era and New Responsibilities"(hereinafter referred to as "Opinions"),"Accountability Regulations of the Communist Party of China"(hereinafter referred to as "Regulations")and other policies and regulations.The fault tolerance and correction mechanism is included in it,and then policies and regulations of the fault tolerance and correction mechanism have been promulgated in many places across China.For grassroots cadres,fault tolerance and correction are both an incentive and a guarantee.This paper used the leaders of CPC and PRC,such as Mao Zedong,Deng Xiaoping,and Xi Jinping on the theory of fault tolerance and correction of cadres,and the theory of national governance modernization,to analyze the shortcomings in the practice process of the fault tolerance and correction mechanism of P county from two main angles of to analyse.At the same time,drawing on the practical experience of the fault tolerance and correction mechanism in some areas of China,and then put forward suggestions on the construction of the fault tolerance and correction mechanism of grassroots cadres.Judgingfrom the current practice of fault tolerance and correction mechanism in some regions and P county,there are still certain shortcomings.For example,the implementation of fault tolerance and correction policies is not deep enough,the definition of "fault" is not clear enough,and lack of relevant regulations for the main body to determine without formation,the atmosphere of fault tolerance and correction at the grassroots level is not strong enough,heavy fault-tolerance and light fault-correction,scientific treatment of fault tolerance and correction mechanism are not sufficient,the implementation of fault tolerance and correction mechanism is not transparent enough,and the matching of fault tolerance and correction mechanism is not perfect.The main reason for the existence of these problems is that the concept of the grassroots has not changed,the grassroots lack of a clear definition of the category of "fault",lack of publicity and positive guidance on the fault tolerance and correction mechanism,the general environment of fault tolerance and correction is not yet mature,the understanding of the significance of fault correction is not deep enough,the coordination between relevant departments and personnel is difficult and so on.And put forward Suggestions on constructing a fault tolerance and correction mechanism for grassroots cadres from clear the guidelines,principles and legal basis,optimize the fault tolerance and exemption procedures,improve the fault correction procedures,improve the relevant supporting mechanism,and create a society Atmosphere and other aspects,in order to alleviate the abuse of accountability existing at the grassroots level and the current problem of being officials not at the grassroots level through the establishment of fault tolerance and correction mechanism of grassroots cadres.
