Study On Effect Evaluation Of Large And Medium-sized Reservoir Migration Support In Lvshun District

It has been more than ten years since the late support policy of large and medium-sized reservoir migration was introduced in 2006.The main guiding ideology of this policy is to replace the original idea of "heavy construction,light migration" with the concept of "people-oriented",so as to pay equal attention to engineering construction,resettlement and ecological protection.The living condition of reservoir immigration have changed greatly,however,with the rapid development of China’s economic and social,social principal contradictions of our country has evolved the growing demand for a better life for the people and not balance the contradiction between the inadequate development,it puts forward higher requirements to late-stage support,through policy assessment can be summarized the reservoir immigrants good results were obtained in late-stage support policy,more important is immigrants found support policy for the current production and living of applicability and hysteresis,further enhance the rationality and validity of the supporting policies.This paper takes the migration of large and medium-sized reservoirs in lvshun district as the research object,and evaluates and analyzes the effect of the policy implementation from 2007 to 2017.This paper use the literature research to study the large and medium-sized reservoir resettlement policy implementation of literature at home and abroad,application,with emphasis on the livelihood capital,sustainable livelihood framework to build index model,using the Delphi method and analytic hierarchy process,invite relevant experts to determine the index weight,and set up the policy implementation effect evaluation range,surrounding the late-stage support policy,guiding ideology,lvshun reservoir resettlement planning to determine the content of evaluation index,using the statistical data combined with a questionnaire way to collect evaluation index data,finally,using the method of multi-factor comprehensive evaluation score calculation,The conclusion is that the policy implementation effect of the support policy for the resettlement of the large and medium-sized reservoir in lvshunkou district is 96.98,and the policy implementation effect is good and the goal is well achieved.At the same time,the policy implementation improvement suggestions are put forward to reduce the impact of the vulnerability background,support the increase in income and income of the immigrants,and improve the life happiness of the immigrants.
