To Change of relocation project for poverty alleviation as xi general secretary put forward "a group of five" precise one of the important measures for poverty alleviation,as the absolute poverty completely eliminated,how to effectively prevent the relocation family scale Chinese,promote change of poverty alleviation move "move,steady,can get rich" goal,ensure sustainable and stable development of resettlement community,consolidate the change of relocation project for poverty alleviation,steady poverty crucial victory,is a hot issue of the present society.Under this background,this article focuses on Guizhou Province,which has the largest number of people relocated for poverty alleviation through relocation.Through a combination of qualitative and quantitative methods,it deeply analyzes the risk of returning to poverty of relocated households,proposes countermeasures and suggestions to prevent and resolve the risk of returning to poverty,provides certain reference for the goal of preventing returning to poverty in relocation for poverty alleviation,has important practical significance for preventing large-scale returning to poverty,and has certain theoretical value for China’s anti poverty governance.This article takes the poverty alleviation and relocation families in Guizhou as the research object,based on on-site research and combining practice with theory.The content is mainly divided into six parts.The first part is an introduction,mainly elaborating on the motivation of this article,existing relevant research at home and abroad,and how to carry out this article;The second part is the definition of concepts and related theories,laying the theoretical foundation for the empirical analysis in the following text;The third part is the research area overview and family overview,introducing the basic situation of poverty alleviation and relocation in Guizhou,sorting out relevant documents,and describing and analyzing the situation of sample families;The fourth part is the risk measurement of returning to poverty,which includes the measurement method,measurement process,measurement results,etc;The fifth part is the analysis of the influencing factors of the risk of returning to poverty.The multiple linear regression method and quantile regression method are used to analyze and discuss the influencing factors one by one.The sixth part is the conclusion and suggestions for anti poverty measures.Through empirical analysis,this article draws the following conclusions:(1)The risk level of returning to poverty for relocated households in poverty alleviation in Guizhou Province is relatively low,and most households are in a state of no or low risk of returning to poverty.The likelihood of returning to poverty increases with the increase of poverty line standards.(2)The incidence rate and gap ratio of return to poverty risk continue to increase with the increase of poverty line standards,and the possibility of return to poverty will decrease with the increase of education level.At the same time,the return to poverty risk shows a significant lifecycle effect.Compared to ordinary households,registered households and low-income families are more likely to pose a risk of returning to poverty.There are both low mean and high variability types of poverty alleviation among relocated households in Guizhou.(3)The risk of returning to poverty for relocated households has both promoting and inhibiting factors.The promoting factors include family size,proportion of elderly population in households,proportion of unhealthy population in households,proportion of population currently studying in households,and distance to the city center.The inhibiting factors include the education level of the head of household,quantity of durable goods in households,proportion of basic medical insurance coverage,and social network.
