Abstract/Summary:
Since the twentieth century,the consumption of energy and resources on the earth has increased dramatically,and fossil fuels,mainly oil,will face depletion in the future.Energy supply and energy security have become topics discussed by governments and academic circles of various countries.Countries around the world have explored new energy development solutions.At present,the traditional energy supply method has begun to change,from the previous large-scale single centralized supply to centralized and regional distributed energy supply methods.From the current development trend and future development forecast,the contradiction between the growing total energy consumption and energy conservation and emission reduction has also become a problem that our government has to face.Therefore,the development of distributed energy has become an inevitable choice to unlock China’s energy problems.As a new thing,distributed energy development must inevitably rely on a good external environment,such as industrial policy support,rule of law guarantee,and other measures.In recent years,governments at all levels in our country have launched many policies that are conducive to promoting the development of distributed energy,which has greatly promoted the development of distributed energy in China.The shortcomings such as the existing distributed energy development have shown many unsuitable conditions,and even derived some problems that hinder the development of distributed energy.Taking distributed photovoltaic and wind energy as an example,the changes in subsidies and the retreat of subsidies in the policy have caused adverse effects on the distributed photovoltaic and wind energy industries.In some areas,many “abandoned wind” and “abandoned light” phenomena have appeared.It is actually a waste of energy.In contrast,the legal system can provide a stable expectation for the development of distributed energy,but China ’s current energy legislation is mainly focused on centralized energy,and some issues of distributed are not considered in the legal design;and China’s current energy legislation cannot yet shoulder the mission of the steady development of distributed energy.Therefore,China needs a legal system to promote the development of distributed energy.Throughout the territory,the United States,Germany,and Japan have established more complete distributed energy legal systems to regulate,guarantee,and promote the stable development of distributed energy,mainly including: targeted special legislation,scientific development planning and goals,and diversification.Legal measures and reasonable subsidies and preferential systems.Based on this,this study explores the successful experience of the distributed energy legal system in the three countries,and in response to the problems of China’s distributed energy policy,and boldly put forward the idea of building a distributed energy legal system in China.
