Governance Modes Of Local Social Contradictions

The Third Plenary Session of the 18 th CPC Central Committee put forward the "Four Governance" principle,system governance,legal governance,comprehensive governance,source governance,which provides a framework for innovative social governance and specifies key elements.The Fourth Plenary Session of the 19 th Central Committee of the CPC put forward "to adhere to and improve the social governance institution of co-construction,governance and sharing".We should improve a social governance system led by the CPC committees and implemented by the government,based on consultation,broad participation and the rule of law,and supported by technologies,and build a social governance community where everyone has and should do one’s duty,and everyone enjoys it.The realization of the social governance community is inseparable from the management of various specific risks and contradictions in a risk society.Governance of social contradictions is not only a special aspect of social governance,but also a benchmark of social governance,and the basis of the entire social governance system.The current three phases are superimposed,the interests are divided,and the impact of the epidemic have created a series of social contradictions,which has brought great challenges to China’s social governance capability.Therefore,it is necessary to strengthen the research on the governance of social contradictions,to drive the innovation of governance models,and to promote effective governance.Under the principle of "Four Governance",the article makes a systematic exploration of the social contradiction governance status,governance performance influence mechanism,and governance method through a combination of quantitative analysis,qualitative comparative analysis and qualitative analysis.Firstly,under the framework of "Four Governance",the basic situation of City C’s social contradictions governance is investigated.The article analyzed the specific performance of City C under the principle of "Four Governance" of multi-subject participation,level of legal guarantee,use of comprehensive means,prevention and resolution beforehand,and the effects of social governance.Then the article used the SEM to empirically verify the relationship between the four variables,which correspond to the "Four Governance" principle,and the governance performance and its influence mechanism.The results show that the multi-subject participation,level of legal guarantee significantly affect the governance performance.And that the level of rule of law protection,the ability to prevent and resolve in advance plays parts of the mediating role in the relationship between the level of multi-subject participation and governance performance.Thirdly,On the basis of clarifying the path relationship between key variables and governance performance,the author focuses on specific contradictions to further explore the configuration relationship between key variables,and summarizes the effective governance model according to the configuration relationship.Taking the specific case of urban management as the research object,the article constructs a framework of four conditional variables of multi-subject participation,level of legal guarantee,use of comprehensive means,prevention and resolution beforehand,and adopts the fs QCA to explore the conditional configuration for effective governance.The results present three effective condition configurations,with multiple participation,legal protection,and multiple means as the core conditions.With referencing to the configurations and combing with the actual situation,the three conditional configurations are summarized into a multi-cooperative governance model,a rule of law-led model,and a technology-led model.The three representative cases of Chongqing Five-Zhang System,Huai’an Law-Government Urban Management,and Hangzhou Smart City Management,which are corresponded to three governance methods,are analyzed through case studies to further present the governance process and the governance mechanisms.Finally,the article explores the feasible ways of innovative social governance based on the above research findings: to establish a multi-agent negotiation and cooperation mechanism oriented to specific social contradictions;to strengthen supervision and communication between subjects in accordance with the law,and to improve the level of the rule of law protection;to construct a source governance mechanism based on fairness,justice,and openness;to explore the governance method according to the actual situation of the social contradiction;based on big data intelligence,mining data laws to achieve precise governance to further improve the social contradiction governance capability and effect.
