| In the current social environment,media environment and public opinion environment,our government’s information dissemination and public opinion guidance work is facing many new challenges.On the one hand,under the influence of technology empowerment,awareness enhancement and media literacy enhancement,the right and ability of the public to actively acquire and release information has been greatly enhanced;on the other hand,compared with the requirements of the government’s modern governance and the public’s information needs and interest expectations,the government’s information transmission of hot public opinion needs to be improved in concept,technology,ability and other aspects.In particular,the sudden,complex and potentially destructive public events seriously threaten the stability of social order,and there are more uncertainties in the era of mobile Internet.How to avoid the spread of malicious public opinion and wrong information,how to build a public sphere of rational communication and interaction with the public,how to use information dissemination activities to stabilize social emotions and maintain order,are the issues that should be taken seriously and explored boldly in the current government emergency communication research.Based on case analysis and the basic relationship between public emergency and local government emergency communication,this paper focuses on the evolution characteristics of 20 typical public events in the past three years 2017-2019 from a macro perspective,and summarizes and finds some new characteristics and problems of local government emergency communication management.Novel coronavirus pneumonia outbreak in Wuhan is selected as a case study from the micro perspective.The information interaction between the various communication subjects is discussed from information gatekeeper,agenda transformation and public opinion ecology,in order to explore the information interaction between government communication and the public.As for the hidden danger,this paper puts forward the innovative ideas and optimization schemes in the aspects of information disclosure,false information processing,communication mode replacement and grass-roots news release,etc. |
