A Study On The Optimization Of Emergency Disposal To Safety Accidents Of County-level Governments In Gansu Province

As the national economy develops rapidly,dealing with all kinds of emergencies are becoming more and more normal,which has become critical work for the government.The county-level government that plays a great important role in safety accident disposal,are facing with such situation as efficiently dealing with the accident,reducing life-property losses and shaping the credibility of the government,which may be a great challenge of emergency response ability for government.Take the production safety accident of a petrochemical enterprise handled by Xifeng district government as an example,this paper tries to analyze the deficiencies of Xifeng district county government in emergency response and find out the reasons by referring to relevant emergency response experience and combining with emergency management theory and shortcomings in emergency rescue work.Based on the actual situation of county-level government,this paper puts forward the corresponding optimization measures for emergency treatment in safety accidents.In this paper,the study found that: the government at the county level in the emergency disposal work mechanism inhibited,emergency rescue force specialized low professional level,emergency support is not in place,low social participation,lack of information communication,fully optimize the government at the county level emergency disposal institutions function,improve the emergency rescue capabilities,increasing the financial input in emergency care,improve the information integration and public,encourage social organizations to assist in the emergency disposal,is an effective way to resolve the above problems.
