Research On The Problems And Countermeasures Of Drug Safety Supervision By County-level Governments

Drugs are closely related to public life,and drug safety is an important livelihood issue.In recent years,various drug safety accidents have occurred frequently,such as the "poisonous capsule" incident in 2012,the "Shandong illegal vaccine" incident in 2016,the "problem vaccine" and "Hongmao medicinal wine" incidents in Changchun Changsheng in2018,etc.,which seriously threaten the people.The health and life safety of the masses have aroused strong social reactions,and it also reflects from the side that there are still shortcomings in my country’s drug supervision system.It is imminent to improve the government’s drug safety supervision capabilities.Improving the level of drug safety supervision is an important issue that needs to be solved urgently.question.This paper investigates and visits the government’s drug safety supervision in N city and S county,combines relevant theoretical analysis and its own work experience,uses literature research method,comparative analysis method,survey research method and other research methods,and adopts the method of asking questions,analyzing problems and solving problems.Based on the analysis of the causes of the problems,drawing lessons from domestic and foreign experience,and combining with the actual local situation,put forward the county-level government drugs after a new round of institutional reform.The countermeasures for safety supervision provide a reference for improving the drug safety supervision work of the N city and S county government,improve the level of grass-roots government drug safety supervision,improve the government’s credibility,further ensure the safety of the people’s medication,and promote the modernization of the government’s drug governance system and governance capacity.The first part of this paper,the introduction,includes the research background,significance,research status at home and abroad,research ideas and methods,as well as research innovations and deficiencies.The second part explains the research-related concepts(drug safety,drug safety supervision,county-level drug safety supervision),theoretical basis(government regulation theory,risk management theory).The third part analyzes the current situation of the government’s drug safety supervision in N city and S county from the aspects of the establishment and functions of the regulatory agency,the situation of the regulatory body,the situation of the regulatory object,the specific regulatory means,and the actual regulatory effect.The fourth part elaborates the problems existing in the drug safety supervision of N city and S county government from the aspects of drug safety supervision system,drug safety supervision means,drug safety supervision team strength,and drug safety supervision law enforcement.The fifth part introduces the drug safety supervision experience at home and abroad,and draws on the domestic(Wuhan,Shanghai,Shenzhen)and foreign(US,UK,Japan)drug safety supervision experience to improve the drug safety supervision capability of N City and S County.The sixth part puts forward the countermeasures and suggestions for strengthening the drug safety supervision of the N city and S county government from four aspects: improving the drug safety supervision system,building a high-quality talent team for drug safety supervision,strengthening the construction of drug safety supervision informatization,and promoting the multiple co-governance of drug safety supervision.,to explore a new mode of drug safety supervision.
