Research On The Emergency Management Capacity Building Of County Government

In the process of the development of human history,it is always necessary to deal with and prevent emergencies of various types and sizes.The five thousand years of the Chinese nation are a history of struggle through trials and hardships.Recall the founding of new China,China’s emergency management system and capacity building got rapid development,effectively prevent and dissolve multiple security risks and hidden dangers,successful disposal of all kinds of major emergencies,fully demonstrate the emergency management system in the process of operation,emergency management ability greatly improved.The Party and the state attach special importance to emergency management,and in recent years have constantly adjusted and improved China’s emergency management system.After the victory over SARS in 2003,China began to establish an emergency management system around the “one case,three systems”.Since the 18 th CPC National Congress,the CPC Central Committee has,from the perspective of national strategy,the modernization of the national governance system and capacity is promoted,made plans for emergency management,and opened up a new era and a new situation in emergency management.At the first session of the 13 th National People’s Congress held in March2018,the State Council approved the institutional reform plan for the establishment of the Ministry of Emergency Management of the People’s Republic of China.Since then,China’s emergency management cause has embarked on a new journey of historical development.General Secretary Xi Jinping in the nineteenth of the political bureau of the collective learning stressed that “emergency management is an important part of national management system and management ability,to prevent major safety risks,timely disposal of all kinds of disasters and accidents,to protect people’s lives and property safety and the important mission of maintaining social stability,actively promote the modernization of emergency management system and ability”.County-level government is the central link connecting the central government,provincial and municipal governments and township governments.The emergency management capacity building of county-level government is related to national governance capacity and social security and stability,and is also a key element in the construction of emergency management system.The investigator takes advantage of his convenience of working in the County Emergency Management Bureau,through field visits,discussions,and access to relevant literature,starting from the emergency management capacity building in K County,according to the situation of county-level emergency management before and after the reform,to study and analyze the advantages and challenges of county-level emergency management capacity building before and after the reform,further explore the problems in the process of building and improving county emergency management capacity and the causes;It is helpful to put forward the corresponding countermeasures and suggestions on how to strengthen the county-level emergency management capacity construction,identify the modern development context of emergency management,effectively resolve all kinds of risks and hidden dangers,to ensure that China’s emergency management cause can continue to develop well.The content of this paper mainly consists of six parts.The introduction in the first part,about the background of the topic selection and the research significance of the research paper are briefly described,the research literature of Chinese and foreign experts and scholars on the theory and practice of emergency management is reviewed,the research method and research content are briefly introduced;The second part is to simply clarify and define the relevant concepts,the theoretical basis of the research is determined;The third part introduces the general situation of emergency management capacity building in K County,by doing an analysis of the reality,then we find out the advantages of emergency management capacity building in K County,based on the theoretical basis,the emergency management capacity of the emergency management preparation stage of K County was evaluated;The fourth part is to point out the problems existing in the emergency management capacity building in K County through the evaluation conclusion,and to analyze the generated problems,find the root cause;The fifth part is to the construction of emergency management capacity in K County,put forward countermeasures and suggestions;The sixth part is the conclusion.
