Research On The Problems And Solutions Of Nanchong Municipal Government Information Assisting Administrative Decision-making

According to the Interim Measures for the Work of Government Information(hereinafter referred to as "the Measures")published by General Office of the State Council of the People’s Republic of China in 1995,it is clearly stated in the Article 2 of the Measures that "government information work is a critical task for the general offices of governments at all levels and their departments.Its main task is to reflect important situations in government work as well as in social and economic development,and to provide timely,accurate and comprehensive information services for the government to grasp the overall situation,make scientific decisions and implement leadership."We can easily see from the Measures that the government information,especially in municipal government,is the basis and gauge for administrative decision-making.It can not only collect fresh experiences,problems and suggestions from the grassroots,but also will report the local operation status in various aspects to the Provincial and State government.The municipal government is served as the crucial link for making a transition in the operation of the overall government information system.So,studying the characteristics and development rules of the government information and clarifying on how government information will assist the administrative decision-making,so as to make it enter into the decision-making link deeper will directly conducive to the strengthening and improving of the function of municipal government information assisting the decision-making,and thus enhancing the scientific level for the administrative decision-making in the municipal or above level government.The government information assists the administrative decision-making work in Nanchong City was taken as the research project in this paper,and theories,such as information dissemination,government information resource management and administrative decision-making were taken as the basis,while case analysis and interview methods were taken as the research methods in this paper.On the basis of analyzing the experience and enlightenment of domestic and foreign government information in assisting administrative decision-making,and through investigation and research,it was found that,during the process of the government information assisting the administrative decision-making in Nanchong City,there were many problems,including:paying more attention to publicity than assisting decision-making in information service,a gap was existed between supply and demand in information connection,the "large in quantity but rare in quality products" in information supply,and the serious lag in information carrier construction.Through analyzing over the reasons hindered herein,the reasons were mainly that the functional orientation of government information was uncertain,there was no docking mechanism between administrative decision-making and information service,there was no professional and high-quality government information management personnel,and information thinking consciousness was backward.With regard to the aforesaid problems,the suggestions and measures,such as a correct functional orientation for government information work should be set up,a supply-demand docking model should be built,the construction of government information talents should be strengthened,and the information push carrier should be perfected,were proposed.Through all these measures being taken,the government information work in Nanchong City could better assist the administrative decision-making.The problems existed in the assisting of government information towards the administrative decision-making work in Nanchong City were explored and studied,and causes for these problems were analyzed,further the corresponding suggestions towards the improvement of problems were proposed.The innovation of this paper lies mainly in the study on the assisting of government information towards the administrative decision-making work,which is rare to be studied.The author,as an ordinary cadre who has gradually grown from the district government office to the information department,General Office of Nanchong municipal government,puts forward various opinions and suggestions from different perspective,as a grassroots staff in the government information system,which is with regard to the deficiencies in the government information system observed from the author’s work.It is hoped that this paper would provide certain references for the further development of the assisting function of government information towards the administrative decision-making work in the municipal platform.
