| Since China entered the aging society in 1999,the old-age pension problem of the elderly has become one of the main problems in our country.China is also a large agricultural population,the old-age old people in rural areas have become more and more serious.At the same time,due to the difference between urban and rural social economy and the weakening of the traditional family pension function in rural areas,how to solve the problem of old-age in rural areas has become one of the key points in china’s aging society.At the same time,the state-advocated mode of mutual benefit and old-age in rural areas has not yet been actually carried out,rural old-age service facilities corresponding to the rural Felicity-Yard in the actual construction and operation of a series of problems,the overall rural old-age service is still in a stage of exploration.In The Xi’an Mayor’s An District,where 80% are rural and rural,how to explore the old-age model suitable for the rural areas of Chang’an District according to the different old-age situation in each village and the old-age needs of the elderly,and improve the system and functional configuration of rural old-age service facilities with the actual needs of old-age care.It is of great significance to solve the problem of rural old-age in Chang’an district and to construct the rural old-age service system.Through field visits and exchange interviews with relevant departments and rural oldage facilities,this paper conducts questionnaire research on the basic situation and needs of the elderly in rural areas,and conducts on-the-spot research and feature summary of rural old-age service facilities in Chang’an District,taking the rural elderly and rural oldage service facilities in Chang’an District as the research object.Firstly,the basic social and economic profile of Chang’an District and the limitation of the object and scope of the research,and then the basic old-age situation in Chang’an District and the needs of the elderly in the rural areas of Chang’an District were investigated,and through the questionnaire data collation,the analysis shows that the number of rural elderly people in Chang’an District has a large number,The characteristics of demand that are more important in the health care service and the spiritual and cultural life service.At the same time,the configuration system of rural old-age service facilities and the status quo of home-based old-age service facilities(rural Felicity-Yard)in Chang’an District were sorted out.Through the field research of rural old-age in Chang’an District,the following optimization strategies are put forward for the problems existing in the current situation of various rural old-age models in Chang’an District,the unclear structure of the old-age service facilities in villages and towns,and the mismatch between supply and demand of rural home-aged service facilities:(1)in adapting to the rural tradition of "old-age in the village".In the work of the relevant old-age service of home-based old-age service mode,the "time bank" mutual aid mode conforms to the characteristics of the elderly’s age,and explores the mutual-aid home-aged service model and implementation method suitable for the rural old-age situation in Chang’an District by means of policy system guidance and strengthening social propaganda.(2)Improve the structure of old-age service facilities in villages and towns in Chang’an District.First of all,according to the existing old-age service facilities in Chang’an District,based on the old-age mode of the elderly in rural areas,the corresponding distinction between five types of old-age service facilities in Chang’an District,and the classification of rural home-based old-age service facilities based on the actual old-age situation and differentiated old-age needs.Secondly,according to the current administrative division of Chang’an District,the policy of rural community construction of the area,and the existing three-level old-age service facilities classification mode,the paper puts forward the "street(town)level-rural community(central village)level-administrative village-level-village-level village-level villagelevel" at the village level.Level of configuration of the four-level village and town aged care facility and the type of facilities included at each level.Finally,according to the characteristics of the demand of the old-age old-age service in the rural area of Chang’an District,the corresponding principles and requirements of function allocation are put forward in the three categories of life care,health care and spiritual culture.(3)The optimization countermeasure of rural home-aged service facilities(rural Felicity-Yard)in Chang’an District.First of all,the principle of positioning and construction of facilities is clarified.Secondly,in Chang’an District,the specific functional configuration and choice of various service facilities and service content s--put forward corresponding suggestions,as well as the operation mechanism of the facilities and service quality improvement put forward a specific implementation method.It is hoped that it can play a certain role in solving the problem of old-age care in rural areas of china and optimizing the planning and construction of rural old-age service facilities. |
