| The report of the Nineteenth National Congress of the Communist Party of China put forward that “we should further deepen the reform of the institutional and administrative systems,improve the public security system and enhance the ability of disaster prevention,mitigation and relief.” On March 17,2018,the State Council formally promulgated the reform plan of the state organs.“After the transformation of the public security fire fighting forces,they will work together with emergency rescue teams such as safety production as the backbone of a comprehensive and standing emergency response force to establish the State Fire Rescue Administration,which will be managed by the Ministry of Emergency Management.” The management responsibilities of fire departments in China will be integrated into the Ministry of Emergency Management,which indicates that the current fire management system has taken a solid step toward professional development.According to the relevant policy direction of the institutional reform plan of the State Council,the government’s full-time fire brigade,as an important part of the national fire emergency rescue work,will participate in emergency management work such as combat readiness,firework and rescue,logistic support and administrative assistance.Government full-time fire brigade is not only an important force of firework and rescue work in our country,but also the main body of implementation of grass-roots firework.In order to build a regular full-time firework and rescue team and steadily promote the professional development of firework,the key is to use scientific and reasonable performance appraisal methods.Based on the comprehensive analysis of the relevant research results at home and abroad,and based on the 360 degree performance evaluation theory in the field of human resource management,this paper makes a systematic study on the performance evaluation management of the full-time fire brigade of Z municipal government by using the methods of literature analysis and investigation.First of all,it defines the government full-time firefighters,performance appraisal,360 degree feedback,analytic hierarchy process and other theoretical concepts.Secondly,based on the analysis of literature,this paper introduces the general situation of the full-time fire brigade of Z municipal government,obtains relevant data and carries out questionnaire survey through the guidance section of the full-time fire brigade of Z municipal government,analyzes the current situation of the management of the full-time fire brigade of Z municipal government,and summarizes its advantages and disadvantages.Thirdly,the paper uses AHP to determine the weight of performance appraisal of full-time fire brigade of municipal government,extracts the indexes of morality,ability,diligence,performance and discipline from the aspects of leadership appraisal,self-evaluation,team member appraisal and service object,and establishes the performance appraisal appraisal model based on the reconstruction index of performance appraisal of full-time firefighters of Z municipal government and the quantification table of performance appraisal standards of civil servants at home and abroad Finally,the countermeasures and suggestions for the long-term operation of the full-time fire brigade of Z municipal government are obtained.The research shows that under the background of fire protection system reform,the requirements for government full-time firefighters are gradually transitioning to national public officials,and the indicators of morality,ability,diligence,performance and discipline have a significant impact on the improvement of firefighters’ work efficiency.It is suggested to strengthen the moral quality of firefighters,deepen the learning and practice activities such as the socialist core values and the basic professional ethics of firefighters,strengthen the professional training of firefighters,improve the comprehensive quality of firefighters,and do a good job in the communication and guidance of the whole process of firefighters’ performance assessment from the perspective of "morality" and "diligence",so as to make the firefighters keep their achievements and achieve greater progress Step up confidence and motivation.At the level of "performance",rewards and punishments can be used flexibly,which can be used as an important hand to encourage the advanced and promote the backward by means of emphasizing rewards and punishments,making rewards and punishments public and focusing on them;at the level of "discipline",the corresponding discipline system can be enriched and improved,the disciplinary behaviors can be strictly investigated and punished,the team ethos can be purified,and a good team atmosphere can be created. |
