The Fourth Plenary Session of the Nineteenth Central Committee of the Party proposed that all administrative organs must serve the people,be responsible to the people,be supervised by the people,innovate administrative methods,improve administrative effectiveness,and build a service-oriented government that the people are satisfied with.The Party Central Committee regards improving administrative effectiveness as an important measure to build a service-oriented government,reflecting that it is imperative for governments at all levels to improve administrative effectiveness.First of all,this article makes a theoretical inquiry into the government effectiveness activity with Chinese characteristics,which is the construction of administrative effectiveness.This article believes that administrative effectiveness is a comprehensive expression of the degree to which the administrative agency and its staff perform their functions in order to achieve their management goals and engage in official activities.The essence of administrative effectiveness construction is a government performance improvement activity,and its purpose is the same as that of building a service-oriented government.By analyzing the dimensions reflecting administrative effectiveness,reflecting the carriers and perspectives of administrative effectiveness,the factors that affect administrative effectiveness,the framework,standards and principles of administrative effectiveness evaluation,theories related to administrative effectiveness are collected to build the theoretical basis for the research.Then,this paper sorts out and analyzes the main measures of Shaoguan to improve administrative effectiveness in recent years,such as the implementation of the city’s organs’ effectiveness construction,the continuous implementation of the "double competition and double promotion" theme practice activities,the province’s first implementation of the "immediate" service model reform,and the implementation of the city’s The performance appraisal of the organs,etc.,shows that Shaoguan has achieved preliminary and gratifying results since the implementation of administrative effectiveness construction.However,the study found that there is still a phenomenon of "doing nothing for politics" in the current administrative effectiveness of Shaoguan,the quality of administrative personnel is uneven,there is no general consensus to improve administrative effectiveness,some measures to improve administrative effectiveness are lacking in actual effect,and the results of performance evaluation fail to fully reflect the actual The problem.In order to solve this situation,the local government of Shaoguan should improve the execution of the system in the future,ensure the firmness of the implementation system,improve the creativity of the execution system,and supervise to ensure the effectiveness of the implementation;improve the competence of the administrative staff to learn to enhance the competence and strengthen competition Encourage accountability;continue to deepen reforms,normalize reforms and build a digital government;scientifically carry out assessment and evaluation,optimize assessment and evaluation index system,implement "whole process" assessment and evaluation,and play an incentive role in assessment and evaluation results to improve.
