Facing with changes of external environment of government,such as economic globalization,and internal mission of pursuing supply of public service with higher quality,public sector of government continuously adjusts its own framework to promote public service capability.Through setting forth the concept of revolution of organization system,the concept of overall government and other concepts and making analysis by using theory tools relating to science of organization structure and science of public management,this paper provides theory base and path support for promotion of administrative effectiveness of Municipal Human Resources and Social Security Bureau via restructuring and reform.By combining historical development and effectiveness evaluation of Municipal Human Resources and Social Security Bureau,analyze causes of low administrative effectiveness and other problems,extract and summarize macroscopic causes,including organization structuring lacking reasonability and standardization,laggard transformation of government functions and insufficient administrative supervision and microscopic causes,containing constraint of negative effects of traditional ideology,unreasonable allocation of structure of teams of public personnel and deficiency of incentive mechanism.Carry out scheme design from four aspects,namely,standardizing organizational structure installation of public sector,optimizing reconstruction business process,establishing perfect supervision system of administrative effectiveness and giving positive incentive in human resource allocation,and hope to offer help and suggestions on reform and development of human resource and social security system by virtue of common rules,which are concluded after research,in promoting administrative effectiveness of public sector under the background of recombination.
