| With the continuous development of information technology and the continuous maturity of social networks,Big Data has also been vigorously integrated into people’s daily lives following the development of technologies such as Internet,Io T,and Cloud Computing,etc.In August 2015,the State Council promulgated the"Outline for Promoting the Development of Big Data",in which it proposed to establish a "speak with data,use data to make decisions,use data to manage,and use data to innovate" management mechanism,realizing a scientific data-based decision and gradually modernizing the government’s capacity for governance.And the report of the 19 th National Congress of the Communist Party of China emphasized“ improving the level of socialization,rule of law,intelligence,and specialization of social governance." The era of Big Data has arrived.As the external environment has been changed,the social governance of local governments in China is also facing some opportunities and challenges.Big Data will profoundly affect the governance concept and governance model of local governments in China.As a technical means,Big Data will greatly improve the ability of local governments to social governance,which will undoubtedly play an important role.At the same time,the development of things is two-sided.How local governments adapt to the environmental change in the background of Big Data requires systematic reforms.This paper hopes to take the challenges and treatment mechanisms encountered in governance of Changsha City under the background of Big Data as samples,providing effective help for grassroots social governance innovation.This paper takes Governance and Good Governance Theory,New Public Service Theory,Digital Governance Theory,Government Social Management Theory and other theories as the theoretical basis for research.It analyzes the transformation of local governments in the concept,mode and paradigm of social governance under the background of Big Data.It summarizes the improvement of social governance capabilities in the context of Big Data.Changsha City has made useful explorations in organizational construction,the introduction of relevant policies,the promotion of key projects,government-enterprise cooperation,and the construction of talent teams.However,due to a deviation in ideological understanding,lack of a unified social governance platform,limited single data access for public participation channels,inadequate data governance guarantee system construction,etc.There are also problems for unobvious multi-agent co-governance promotion,inadequate democratic consultation mechanisms,lack of horizontal interaction between government departments,gaps in the construction of a rights society,etc.Combining with the relevant experience of improving local government’s social governance capabilities under the background of Big Data at home and abroad,this paper gives the following four suggestions to the Changsha City government.Firstly,we may deepen the understanding of Big Data from the perspective of ideology,Secondly,we may build a governance pattern of multi-subject collaborative governance.Thirdly,we may strengthen the construction of a unified social governance and Big Data platform,and fourthly,we may improve the construction of a Big Data social governance guarantee system. |
