A Study About The Research On The Differential Performance Appraisal Of The Leading Groups In Towns Of Ningxiang City

The report to the 19th National Congress of the COMMUNIST Party of China(CPC)pointed out that we need to transform government functions,further streamline administration and delegate power,innovate the way of supervision,enhance the government’s credibility and executive power,and build a service-oriented government that the people are satisfied with.The implementation of differentiated performance assessment is an important way to transform government functions and innovate regulatory methods,which is conducive to improving the credibility of the government.Different periods of economic and social development focus is not the same,using a set of "universal" index system to cover all the towns is not scientific,it must be based on the location characteristics,development stage to comprehensive consideration and dynamic adjustment,the township leadership of the implementation of differentiated performance assessment.Ningxiang city in recent years to the township leadership performance assessment,through the assessment of the object of differentiation,the establishment of work objectives and index system differentiation,differentiation of assessment methods,the use of differentiation of assessment results and other forms of differentiation assessment.Although there are still some problems,such as the evaluation grouping to be optimized,the determination of differentiated targets and tasks is not reasonable,the implementation of differentiated evaluation organization is not standardized,the application of differentiated evaluation results is not in place,and the differentiated evaluation system is not sound.There are many reasons,such as unclear guidance of differentiation assessment indicators,difficult assessment of differentiation,confusion of public satisfaction assessment,difficulty in green GDP transformation,lack of scientific and technological support such as big data.By referring to the practice and experience of towns and villages in the surrounding areas,the author further divides the types of towns and villages scientifically,sets up assessment indexes reasonably,standardizes the organization and implementation of assessment,supervises the application of assessment results,improves the assessment and supervision mechanism,and makes full use of big data to make the differentiation assessment more scientific and effective.
