China is currently at a critical stage where the Chinese nation-building process is underway,and the construction of a service-oriented government has become an urgent requirement of social development,and a high-quality cadre team of township and town organs is urgently needed.As the most grass-roots cadres on the frontline,the cadres of township and town organs work at the grass-roots level,struggle at the grass-roots level,and dedicate themselves to the grass-roots level;they are a new force in the administrative contingent,a backbone force for the implementation and deployment of the party’s various policy decisions,an important fortress to ensure the steady progress of the country,and an exemplary leader in standing forward in times of crisis;and cultivating high-quality and high-level cadres of township and town organs is of vital value to achieving all important goals.However,in actual work,because of their special status,the research on performance management of township organs is relatively weak,the relevant theoretical system is not sound enough,there is no modern method of evaluation and management that keeps pace with the times,and there is no great help in doing business and work.By analyzing and studying the problems in the performance appraisal management of cadres in Jiangxiang Town,Nanchang County,Nanchang City,Jiangxi Province,and drawing on the advanced experience of cadre performance appraisal in Hubian Town,Ganzhou City,and Baitu Town,Yichun City,Jiangxi Province,this document sets out counter-measures and proposals such as establishing a correct concept of performance management,improving the content and methods of performance appraisal,standardizing performance appraisal procedures,using performance appraisal results and ensuring the fairness of the appraisal process,scientifically and rationally developing a system for performance appraisal of staff at local level,and creating a team with high quality,which can be used,retained,and A reliable contingent of grassroots cadres in townships and towns has laid a solid foundation for the comprehensive construction of a service-oriented government.
