The performance appraisal of civil servants has a very important role in the management of the staff in the grass-roots level.It is also one of the functions of our government in human resource management.With the development of the times,the party and the people have put forward higher request to the construction of the basic level government and the development of the civil service team.Therefore,in order to promote the further improvement of the level of service of the grassroots government organs,the implementation of the supervision and incentive role of government organizations,to create a high ideological and moral and operational level of the civil service.To establish a more scientific and effective performance evaluation system of grass-roots civil servants is particularly important.After the promulgation and implementation of the Interim Provisions of the civil service examination,the exploration and practice of the civil service performance evaluation has been carried out for more than and 10 years,and has achieved some success.In order to effectively support the basic level government to carry out the correct decision-making,to further enhance the operational level of the grassroots civil servants and comprehensive quality,reasonable formulation of personnel structure.To improve administrative efficiency and build a service-oriented government,it is essential to effectively assess the performance of civil servants.But in general,the performance evaluation of the grass-roots civil servants in our country is not yet mature,in the process of development still needs to overcome the difficulties and challenges.However,with the continuous development of economy and society,such a set of imperfect grass-roots civil service examination system is more and more can not adapt to the development of the times.Perfect this system is imminent."Above one thousand lines,the following a needle",the township government is the most grass-roots level of the people's government,directly serve the people.And a considerable part of the civil servants work in the township government.A sound performance evaluation system of township government performance evaluation system can improve the enthusiasm of the township civil servants,to play their creativity and innovation,to better serve the people.However,there are many problems in the performance evaluation of the grass-roots civil servants at present.If the business level is low,the work attitude is not positive,the knowledge ability is insufficient,etc..And the key to solve these problems is to establish and improve a set of effective performance evaluation system of grass-roots civil servants.The city of S,B town is Keji unit,the number of civil servants,leading cadres and non cadres in leadership positions each accounted for a certain proportion,in the villages and towns government has representative.In this paper,S City,B City,the civil service performance appraisal work as the research object,investigate,collect and collate the relevant information of the town's existing civil servants assessment.On the basis of summarizing the main problems existing in the current civil service examination,and puts forward the countermeasures.This article mainly uses the literature research method,the case analysis method and so on to analyze the performance appraisal of the basic level civil service team.The main body of the thesis is divided into four parts.The first part,the related concepts and theories of the performance appraisal of civil servants.This part mainly includes the concept and connotation of performance and performance evaluation,the concept of civil servant performance appraisal and the historical evolution.This part is the theoretical basis of the thesis.The second part,first introduced the B town of S city's institutional setup and personnel structure,as well as the current evaluation method system and the results achieved.And from the assessment system,assessment content,assessment criteria,assessment procedures and the results of the use of such aspects,analysis of the B City,S City,the status quo of the civil service performance appraisal.The third part,according to the case analysis,summarizes the problems existing in the performance evaluation of the B town of S city.Mainly includes the civil service performance appraisal consciousness and lack of standards,in the method is too simple,so that the results of the use of weakening and other issues.And these problems reasons mainly include the assessment concept itself has a certain degree of deviation,evaluation index design is scientific and reasonable,and related legal system is not perfect and township civil servants performance appraisal itself,there are some practical difficulties.The fourth part,the problems and the causes of the performance evaluation of the basic civil servants.Put forward to change the concept of assessment,improve the system of assessment,optimize the performance evaluation index system,and further improve the assessment method.Pay more attention to the application of the results of the assessment and other measures to improve the performance of B Town,S city assessment.There are some innovations in this paper.The first is the S City,B City,the existing problems of the civil service assessment,the author conducted a large number of quantitative analysis,providing a basis for quantitative assessment.In addition,the reasons for the problems are analyzed from the aspects of concept,index design,system and law,as well as their own problems.Second from various aspects to improve the performance evaluation of grass-roots civil servants.Including assessment of the classification of the object,the assessment of the concept of change,assessment content,assessment methods and other aspects of the improvement of the grassroots civil service performance appraisal to improve.This paper summarizes the problems found in practical research.Explore the causes of these problems.And puts forward the Countermeasures of improving the performance evaluation of the grass-roots civil servants based on the theoretical basis of the actual situation.For the B city S town grassroots civil service performance assessment of the better implementation of a certain help
