Performance appraisal system of civil servants is the vital part job in human resource management of civil servant. It is the significant work to establish a high-efficient civil servant team through impartial and scientific evaluation system, which is the important measure in improvement of governmental efficiency and functions. Through the impartial and scientific appraisal, civil servants could know what expectations the organization anticipated from them and the aim of they are working for. The performance appraisal system has always been the key emphasis and the difficulty in the work. In contrast with developed countries, there are many flaws in our performance appraisal system for basic-level servants currently, and, the contradictions are being emerged with economic development and social transformation and the difficulty of management is harder than previously. In the meantime, a more scientific performance appraisal system is urgently required by this situation. With my research and reading of the literatures, there are only partial analyses with performance appraisal system in most cases rather than the relative comprehensive approach.Based on the domestic and foreign materials about fundamental servant assessment, I mainly focus on the optimization of performance appraisal system of section-level cadre of town and street in District Z, Zhengzhou. In this article, I analysed the institutional and practical systems and give a series of improvement measures and solutions through following aspects, methods of assessment, criteria of assessment, contents scope of assessment, process evaluation, utilisation of the assessment result and so on, for improving indictor system, implementing classification of assessment, purpose of performance, incentive and surveillance mechanism etc.Through the contents of this article, it can be a reference for the department of human resources to improve the effectiveness by following aspects:the man problems and analysis, establishing scientific system, improving the performance appraisal plan etc., which are aiming to upgrade the level of science management and bring into full play of the functions of evaluation and motivation.
