For over80years, the army formed a well-established tradition of the ideological andpolitical education, which plays an important role to ensure the military forces, improve thefighting capacity and complete various missions. The ideological and political education ingrass-root units is the important part and traditional strength in the ideological and politicalconstruction of the army; the core part to uphold the Party’s absolute leadership, to strengthenthe construction in basic level of the army, as well as to unite the soldiers to complete variousmissions; and the guarantee to achieve two historic goals:“winning the war” and “maintainingthe nature”. Innovative investigations on the ideological and political education in grass-rootunits not only improves the ideological and political education in terms of theory, but alsoprovides some effective references for the development of grass-root units. This thesisclarifies the thought development of soldiers in grass-root units, explores the law and newideas, and innovates the methods&means of education through integrating the modernmanagement and education science, the investigation combined with theory and practice, andthe outcome of the previous domestic and foreign research. A new method of strengtheningand improving the ideological and political education has been proposed, which provides aneffective ideological weapon for the construction and development of the army. Under the newsituation, the ideological and political education in the army should obey the following threebasic principles:1) insisting on the guidance of scientific theory,2) implementingpeople-oriented requirements, and3) focusing on the actual situations. It also needs tofunction as the orientation, cohesion, motivation, and education, thereby achieving the unity,model, standard, as well as modernization in the methods&means of the ideological andpolitical education. The actual situation was far away from the ideal case. The reasons for thisphenomenon are the objective environmental factors and the changes in the education subjectand receptor. This thesis is also validated by the results of the previous domestic and foreignresearch on the ideological and political education in the army. In summary, the innovativeinvestigations on the methods&means of strengthening the ideological and politicaleducation need to meet the following requirements:1) correctly understanding the status androle of the ideological and political education;2) implementing the ideological and politicaleducation through the service and management;3) carrying out the ideological and political education under the supervision, incentive mechanism;4) carrying out the ideological andpolitical education by the means of the "Three Approaches";5) carrying out the ideologicaland political education on the premise of obeying the law;6) establishing the concept of the"Big education" of the ideological and political education; and7) carrying out the ideologicaland political education on the premise of improving the military fighting capacity; meanwhile,the ideological and political education has to be carried out with the reform and innovation,the upgraded operation mechanism, as well as the improved quality of educators.
