| At the 19 th National Congress of the Communist Party of China held in Beijing in October 2017,Xi Jinping made a report to the Congress on behalf of the 18 th Central Committee.The report first proposed the "Village Revitalization Strategy".The No.1document issued by the Central Committee in January 2018,"Opinions of the Central Committee of the Communist Party of China on the Implementation of the Rural Revitalization Strategy",proposed that "Implementing the Rural Revitalization Strategy is a major decision and deployment made by the 19 th National Congress of the Communist Party of China The major historical task of building a socialist modernized country in an all-round way is the general starting point for the work of ’three rural issues’ in the new era." Today,the "Village Revitalization Strategy" has become the main task and overall plan for rural social construction and development.On the other hand,in terms of rural social governance,whether in terms of governance concepts or governance methods,there is a clear lag.According to the development requirements of the new era,only by changing the way of rural social governance and resolving the dilemma of rural social governance can rural society get a healthy and orderly development.Based on the new problems and difficulties in rural social governance,this paper puts forward some countermeasures.This study firstly defines the relevant concepts and theoretical basis of rural social governance.Based on the analysis of the requirements of rural social governance development in the rural revitalization strategy in the new era,it focuses on sorting out the existing problems of rural social governance,which are mainly manifested in the following aspects: unbalanced urban-rural development;Rural infrastructure construction needs to be strengthened;The construction of education and medical treatment is not comprehensive;The villagers’ consciousness of political participation is not strong;The problem of rural environmental protection is prominent.According to the importance and new requirements of rural social governance under the background of rural vitalization strategy,this study puts forward the following constructive strategies for current rural social governance on the whole: Accelerating the improvement of rural infrastructure;Pay attention to the quality development of rural education and medical care;Guide peasants to raise legal consciousness;The government collaborates with other parties to control the rural ecological environment. |
