Study On The Construction Of Public Service Capacity Of Border Township Government

In the process of China’s modernization development,the frontier was first regarded as a defensive zone in the national territory,and then gradually became the hub and passage of the opening to the outside world,with the characteristics of both "closed" and "open".As the most special part of frontier society,frontier is the concentrated reflection of frontier heterogeneity.In recent years,security,stability and development of frontier have become a hot topic in theory and reality.For the township governments in the border areas,how to fulfill the task of "guarding and guarding the border areas" with the good will of the state while realizing the overall progress and development of the local economy and society and the improvement of the living standards of the border residents is a test of their government’s ability.This paper argues that the "good governance" of public affairs in border towns should be based on the construction of government’s public service capacity.Based on the responsiveness of the topic of public service capacity building of border township government to various border issues,this paper takes literature research,interview observation and case analysis as the main research methods.Firstly,the paper expounds the necessity and importance of strengthening the construction of public service capacity of frontier township government.The construction and improvement of the public service capacity of the border township government conforms to the requirements of building China into a great modern socialist country,which is conducive to promoting the governance pattern of border areas and promoting the realization of effective basic values of governments at all levels in border areas.At the same time,the core object of all kinds of public problems in the frontier rural society is the border people group.The construction and improvement of the public service capacity of the border township government is the key channel to guide and mobilize the border people,and the blind "medicine" to encourage the border people to participate in the national border governance pattern.Second,select the individual more representative border villages and towns as theobservation object,trying to border villages and towns government public service ability construction process and the difficulties for incision,through direct observation of research sites and related objects interviews and local government organization of data analysis,summed up the research to the border of villages and towns government public service ability construction the basic situation,existing problems and the border under the field of specialization.Furthermore,the constraints of macro and micro dimensions in the process of public service capacity building faced by border township governments are reviewed.Finally,in view of the specific shackles of border towns,this paper puts forward the prospect and thinking of improving the public service capacity of border towns government.Second,based on the actual needs of border towns and villages,strengthen the supply of policy system;Third,strengthen the resource acquisition capacity of border township government;The fourth is to build a standardized mechanism of resource allocation for border township governments.Fifth,improve the use of resources of the border township government.
