Research On The Improvement Of Public Service Capacity Of Township Governments In The Context Of Rural Revitalization

As a special group closely related to grass-roots public power and public interests,township civil servants bear greater social responsibility and public responsibility.However,with the acceleration of rural revitalization,the acceleration of grass-roots construction,the large outflow of human resources of township administrative agencies and the gradual spread of some subjective factors from social public opinion,the improvement of public service capacity of township government is increasingly exposed,and gradually causes deep-seated social crisis and concern.Since 2017,the 19 th National Congress of the Communist Party of China proposed to take a road of agricultural development with production development and good ecology,which marks that the country attaches great importance to the construction of new socialist countryside and reaches a new peak.Subsequently,the Fourth Plenary Session of the 19 th CPC Central Committee put forward the call to promote the modernization of national governance capacity,and put forward new tasks and topics in the aspects of system self-confidence and political construction.The high attention paid to the issues of agriculture,rural areas and farmers and the new development requirements of political construction give birth to a new historical development mission: to improve the administrative capacity of township government under the background of Rural Revitalization.And the improvement of administrative ability lies in the improvement of government's public service ability.This study takes Guangming Township,Changling County,Songyuan City,Jilin Province as the research object,focuses on the analysis of the current situation of township government public service capacity.After the detailed elaboration of the research background,research significance and domestic and foreign research status,the main contents of the research are distributed as follows.First of all,the related theories of public service are expounded and analyzed,including the basic concepts and composition of rural revitalization,public service capacity,public service capacity of township government,and the basic contents of new public administration theory and new public service theory,which lays a theoretical foundation for the subsequent research on public service capacity of Guangming township government in Changling County.On this basis,the problems existing in the process of improving the public service ability of Guangming township government are studied from the aspects of social security and service ability,resource raising and application ability,science,culture,education and policy implementation ability.Then,in order to improve the research depth,the factors restricting the construction of public service capacity of Guangming township government are further explored.The related factors mainly focus on the lack of government financial resources,unequal power and responsibility,loose cooperation mechanism,weak villager autonomy ability and imperfect cadre growth mechanism.Finally,in view of the problems existing in the process of improving the public capacity of Guangming Township Government,on the basis of the experience of building public capacity of grass-roots governments at home and abroad,This paper puts forward some countermeasures to improve the public service capacity of Guangming Township Government from the aspects of improving the system of power and responsibility,establishing strong cooperation mechanism,strengthening education construction,strengthening grass-roots construction and integrating cadres' capital,in order to provide valuable reference for promoting the public service capacity of Township Government and helping Township to realize rural revitalization as soon as possible.
