| Grassroots governance is the cornerstone of national governance.In the context of promoting the reform of "management and service" and the modernisation of the national governance system and governance capacity,the Central Committee of the CPC has called for the strengthening of grassroots governance capacity and the consolidation of the foundation of national governance."The 14 th Five-Year Plan’s economic and social development goals also point out that administrative efficiency and grassroots governance should be significantly improved.As a result,the reform and innovation of the grassroots governance system has become a hot topic.Jiangsu Province has thus unveiled the "three-integration" reform at the grassroots level,exploring the construction of a simple and efficient grassroots governance system.This paper takes Zhenjiang’s "three-integrations" reform as the basis and selects a total of10 reformed townships under Zhenjiang as the sample for analysis.After the "three-integrations" reform,each township has achieved some degree of efficiency in integrating departments and improving the level of public service provision,but there are still dilemmas such as the grassroots government having "less power and more responsibility" and weakened governance capacity.In order to assess its governance capacity,this paper uses questionnaires,literature review and other research methods,and uses the three dimensions of "integration capacity","coordination capacity","trust and responsibility" in the holistic governance framework.The paper uses three dimensions of the holistic governance framework: "integration ability","coordination ability" and "trust and responsibility",and constructs a system for assessing the governance ability of township governments through the process of hierarchical analysis and expert consultation.The study analyses the problems of township government governance such as irregular delegation of authority,lack of supervision,ineffective information system platform,backward government governance concept,lack of consultation mechanism,imperfect external supervision mechanism and shortage of talents.Based on this paper’s research,the following conclusions are drawn: to improve the governance capacity of township governments,it is necessary to take a holistic view of the reform of the institutional mechanism of grassroots governance.(1)In the dimension of integration capacity,we should strengthen decentralisation and empowerment,further expand empowerment and realise targeted empowerment;reshape the grassroots governance structure,establish a flat government structure and integrate information system platforms into a "one network".(2)In the dimension of coordination capacity,we will promote the transformation of government functions with holistic governance thinking and establish a holistic concept of governance;strengthen the protection of financial power at the grassroots level and promote balanced budget allocation;clarify the boundaries of government powers and responsibilities,strengthen the supervision of the operation of powers,raise the awareness of the main responsibility of departments and make up for the lack of supervision;build a mechanism for consultation and communication between different levels and the same level,so as to strengthen departmental cooperation and coordination to(2)Form a governance synergy.(3)In the dimension of trust and responsibility,precisely optimise the personnel management system of townships,mainly including precise assignment of staff,precise assessment and precise training,to improve the job satisfaction of township staff and make township talents more professional and stable;integrate departmental control and supervision functions and collaborate to promote the participation of multiple subjects in supervision to form a supervisory synergy,improve public support and enhance the public’s trust in the government,so as to better Promote high-quality service provision. |
