The Study On Corruption In Targeted Poverty Alleviation From The Rerspective Of Power Restriction

It is an important task for the 13 th Five-Year Plan period and the first centenary goal to advance all kinds of construction,build a moderately prosperous society in an all-round way and achieve common prosperity.At the 19 th National Congress,General Secretary Xi Jinping mentioned: "We will build a moderately prosperous society in an all-round way.On the road to common prosperity,one can not fall behind." At present,China has entered the decisive period for building a moderately prosperous society in an all-round way.As a major strategy for the government to get rid of poverty and improve people's livelihood,it is to help poor areas and poor households to get rid of poverty through a more scientific,refined,humane and professional approach to poverty alleviation.Precision poverty alleviation is based on China's new national conditions and new situations.It is a great innovation in the history of poverty eradication in the world.It is of great significance to promote China's economic development and realize the National rejuvenation of China's prosperity and prosperity.It is a key factor in deciding to build a moderately prosperous society in an all-round way.Therefore,the 13 th Five-Year Plan requires that we must promote accurate poverty alleviation in an honest and efficient manner and achieve "Fuzhenpin and true poverty alleviation." However,in recent years,a series of cases of poverty alleviation corruption have been exposed by the Central Commission for Discipline Inspection and the provincial commissions for discipline inspection and inspection,which directly shows that there are serious corruption problems in China's targeted poverty alleviation field,and the corruption situation is very serious.This not only greatly hinders the effective implementation of the targeted poverty alleviation policy,but also does not help the establishment of a good social civilization;What's more,it is a huge waste of public resources,which has seriously damaged the fundamental interests of the country and the people,and has become a stumbling block on the road to the building of a moderately prosperous society in all respects.Based on this,this paper studies the phenomenon of corruption in the field of targeted poverty alleviation and discusses the causes of poverty alleviation corruption from the perspective of power restriction.First of all,after combing through the research on poverty management and anti-corruption governance at home and abroad,from the relevant concepts,the theory of proxy theory and public choice theory are the theoretical basis for this study.Case studies and data analysis were used to analyse corrupt practices in the area of targeted poverty reduction.Taking the cases of poverty alleviation and corruption brought to light by the Central Commission for Discipline Inspection in recent years as the main materials for research,the main manifestationsand characteristics of poverty alleviation and corruption have been thoroughly analyzed.Summarizing the main manifestations of China's current acts of poverty alleviation and corruption are: corruption and fraud of poverty alleviation funds,poor performance of poverty alleviation work,targeted poverty alleviation of China.It also found that it has the following characteristics:the difference in the amount involved in the case is significant,and "micro-corruption" is significant;The main body involved in the case is serious,and the "string case" and "nest case" stand out;There are many links and various means involved in the case,mainly "crisis reform" and "low insurance";The corrupt areas are widely distributed and the central and western regions are more;Cases have been latent for a long time and there has been an increase in intertwined corruption.In this way,the political,economic,social and cultural hazards of corruption in the area of targeted poverty alleviation were identified,and the importance of anti-corruption governance was emphasized.The nature of corruption is the abuse of public power,and the reasons for this should be discussed from the perspective of power restriction.The main reasons are the low quality of the poor people themselves,the serious "official standard" ideology,the difficulty of obtaining information,the insufficient participation of social supervision,the lack of government supervision,the small accountability for poverty alleviation,and the imperfect legal system.Therefore,to solve the problem of corruption in the field of poverty alleviation,we should also start with strengthening the ethical restraint of poverty alleviation personnel,expanding access to information on poverty alleviation,increasing the participation of social supervision,improving government supervision,serious punishment and improving laws.We will form a power restriction system in which poverty alleviation cadres dare not rot,can not rot,and do not want to rot,and achieve "Fuzhenpin and true poverty alleviation."Precision poverty alleviation is a people's livelihood strategy that benefits the people.Poverty alleviation and corruption have greatly hindered the effective promotion of precision poverty alleviation policies and the construction of a clean government.To tackle the problem of poverty alleviation and corruption from the perspective of power constraints can effectively restrain the behavior of poverty alleviation cadres,prevent them from abusing their positions of power,eliminate the breeding of corruption,and ensure a healthy political ecology in the field of precision poverty alleviation.We will make the best use of the help effect of targeted poverty alleviation to safeguard the fundamental interests of the people.
