Study On The Failure And Prevention Of Group Fire Rental Fire Prevention And Early Warning Mechanism

Group renting houses exist in various parts of China,and the fire safety hazards they bring cannot be ignored.If they are not careful,once a fire occurs,it will easily cause major losses and adverse effects.Except for economically developed provinces and cities such as Beijing,Jiangsu,Zhejiang,and Shenzhen,there are now frequent fire accidents in rented houses in second-and third-tier cities.Group deaths caused by sudden fire accidents in group rented houses are even more serious.Many local governments have tried to prevent sudden fire accidents in group rented houses from the source,and have increased the group rented houses after the accident.Investigation and rectification of hidden dangers,the addition of fire facilities and training drills,etc.,but such incidents continue to occur,even after the first accident occurred,the same type of incident occurred in the same area shortly after the interval,and still resulted in death,Economic losses indicate that the government’s existing fire prevention and early warning mechanism for group rented houses has not achieved the expected results and cannot prevent such deaths and injuries.This article uses the “9 · 01” group housing rental fire accident cases in Kunming City X to conduct field investigation and analysis.Through interviews and questionnaires,it analyzes the failure of the grass-roots government in the group housing rental fire prevention and early warning mechanism from the perspective of overall governance.Performances such as decentralized functions of various departments,vacuumization of inspection and supervision responsibilities,broadening of enforcement punishment system,fragmentation of emergency resource distribution,etc.,and find their roots,and propose to promote the development of "three modernizations" of training exercises and raise the awareness of fire prevention of all parties;The coordination mechanism of government departments to improve the overall preventive and early warning ability;improve the evaluation and ex-ante accountability system to ensure the implementation of preventive and early warning work;improve the fire safety regulations for group rented houses to ensure that there is a law for supervision and management;cooperate with multiple entities to participate and provide financial and technical guarantees It is hoped that the work of the grassroots government in the prevention of sudden fire accidents in group rented houses can effectively reduce and curb the occurrence of sudden fire accidents in group rented houses,and ensure the people’s lives and property and public safety.
