Research On Leading Group Mechanism In Grassroots Governance

Grassroots governance is the cornerstone of national governance,and improving the level of modernization of grassroots governance can lay a solid foundation for the modernization of national governance.The Fourth Plenary Session of the 19 th Central Committee of the CPC proposed to actively explore and promote innovation in community-level governance,focusing on the needs of the people and the prominent problems of community-level governance,and strive to solve the problems of serving “The Last Kilometer Problem” for the people.It is an innovation of grassroots governance that township governments use the leading group mechanism to deal with public affairs and public crisis.By setting up a leading group,the township government realized the cooperation of multiple departments,which was full of the competence of monitoring and handling the public crisis.Therefore,this thesis takes the grassroots leading group mechanism as the research object,and explores a new perspective to study the improvement of governance capacity of grassroots government.Based on the current research results of the research thinking leading group,this thesis firstly makes a theoretical analysis of the leading group mechanism in grassroots governance,and then selects the practice of the forest fire prevention leading group in Town A of Shanxi Province as an example.In order to have a more comprehensive understanding of the mechanism of the grassroots leading group,the thesis investigates the functions,organizational frame and operational mechanism of the forest fire prevention leading group in Town A,conducts targeted interviews with leading group members and relevant personnel,solves the problems existing in the mechanism of the leading group.The research methods,including literature research method,case digging method and in-depth interview method,are adopted to obtain firsthand information through field research,conduct in-depth interviews,fully integrate theory with practice,and accurately analyze problems and solutions.Through the study,it is found that the static organization structure of the forest fire prevention leading group in Town A is reasonable,and the dynamic mechanism can orderly manage the process of fire prevention,resulting in an impressive grade in the forest fire prevention: strict forest fire prevention and control of risk,to carry out the supervision inspection,to strengthen the publicity to guide the public fire protection consciousness,effectively avoid the occurrence of forest fires.But there is indeed a problem in teamwork as well.The weak cooperation between the departments of the leading group has negatively influenced the improvement of the administrative efficiency.The relatively inadequate supervision and restriction mechanism might lead to some hidden troubles.The inaccurate understanding of social public communication and the weak refinement of work may cause more difficulties for forest fire prevention.Thus,all of these can affect the mechanism of the leading group in grassroots governance effective operation.Finally,the thesis puts forward the effective measures for the optimizing the mechanism of grassroots leading group,such as optimizing the leading group collaboration within the department,strengthening the communication and interaction between leading group and general public,improving the supervision and accountability mechanisms as well as increasing the degree of refinement of work.It is wished to make contributions orderly and vigorously for promoting the grassroots governance by optimizing the mechanism of the leading group.
