Study On The Cultivation Of Villagers’ Autonomy By Township Governments Under The Background Of Rural Revitalization

Rural revitalization is an important starting point for solving the main contradictions in rural society and promoting the development of "agriculture,rural areas and farmers".Cultivating the villagers’ self-governing ability is the proper meaning of rural comprehensive revitalization.It also plays the role of the villagers’ main force to promote the smooth implementation of this strategy.In the process of village self-government,thanks to the support of governments at all levels and the joint efforts of the villagers themselves,the villagers’ self-governing capacity is gradually increasing,and the organizational systems,systems and regulations of village self-government are becoming more and more perfect.The majority of villagers have also accumulated a large number of practical training.Autonomous experience and knowledge.However,in the practice of self-government,there are still practical difficulties such as difficulty in self-integration and weak participation of villagers,which makes it difficult for the main role of villager autonomy to be effectively played.With the implementation of the rural revitalization strategy,the party and the state have invested more policy support and resource guarantees in the countryside,providing a good opportunity for the villagers’ self-government capacity building.Based on the functional needs and the limitations of the villagers themselves,the township government should establish a sense of cultivation and use its own main advantages to enhance the villagers’ autonomy and cultivate self-governing bodies,so as to enhance the villagers’ autonomy and achieve effective village governance and rural revitalization.On the basis of literature review and practical investigation,this article attempts to analyze and elaborate the basic connotation and constituent elements of villagers’ self-government ability from the perspective of rural governance and villagers’ self-government.A discussion is required to clarify the significance and value of cultivating and enhancing villagers’ autonomy.It can be said that there is a complementary dialectical relationship between village revitalization and villagers’ autonomy.Village revitalization is a powerful measure to cultivate and enhance villagers’ autonomy,while villagers’ autonomy is the endogenous force for the smooth implementation of village revitalization.On this basis,with the help of governance theory and township government function theory,throughtheoretical analysis and empirical description,it is proposed that the township government is suitable and should bear the responsibility of cultivating the villagers’ self-government ability;Main problems and practical difficulties,put forward corresponding countermeasures.
