At present,three agricultural problems gradually become part of the national agenda.In recent years,Chinese government has widely applied people beneficial policies to rural areas so as to allow farmers to fully enjoy the achievements brought by modern development on the one hand,and to pay more attention to rural stability on the other hand.The development of Chinese modernization should be full development not partial development,and rural stability is one important part.In 2006, NPC standing committee declared total abolition of agricultural taxes,which means the days when farmers have to supply grains to the government ended,so that stability and harmony in rural areas are greatly improved.However,under the present situation, there are still some unstable factors affecting rural stability and also the overall development of the country.Some of the factors are superficial and some are hidden, but the main factor for instability is just because the interests of farmers are damaged. However,the present fact is that farmers are in a weak position and in lack of backup protection.Farmers cannot get out of self-weakness and the conservative character,so that the safety of the farmers are hard to ensure.Meanwhile,Villager autonomy,as the rural primary organizations,has been weakened in recent years.Township government has a big difficulty in integrating the rural society in which people are close to each other.All in all,now farmers' political attitude toward township government is confronted and dissatisfied.But how to effectively ease the tense atmosphere for the township government that is directly faced with farmers will do good to social stability in rural areas.According to this background,this article analyses the primary difficulties faced by the township government.Then the government must make efforts to ensure the actual investigation of its area,reflecting the problems and do a good job in innovation.And in addition it should actively seek for the help of national policy and capital so that it can realize the change of its function.Therefore people can get benefits from the system,then obtain political trust, and finally we can achieve social stability in rural areas.
