Research On Rural Village Living Environment Cooperative Governance Path

After the implementation of the rural revitalization strategy,the rural village environment has received national attention.Although "Preventing rural non-point source pollution and renovating the rural residential environment" was clearly mentioned in the report of the 19 th National Congress of the Communist Party of China,due to the long-term Concerned with the difference between investment and investment,the rural environment been neglected.The governance of the village environment is a systematic project,relying only on the primary governance of the grassroots government,it is inevitable that it will have an immediate effect.The theory of collaborative governance is a theoretical paradigm that emerges in response to the failure of government departments and public cross-border issues,and its purpose is also to integrate the resources of government subjects and relevant participants in towns to meet challenges.As a famous historical and cultural town in the Central Plains,a key town in the country and a pilot town in the beautiful countryside of Henan Province,the town of Henan has researched on the cooperative governance of the village’s residential environment.References to collaborative governance of similar villages and towns in China are of great significance.This article takes collaborative governance theory,stakeholder theory and new development ideas as theoretical support,and uses literature research method,case analysis method and investigation research method to conduct field research on Y town.Through analysis,it is found that the governance of the rural village environment faces the dual difficulties of governance subject and governance object.The grassroots government,villagers self-government organizations,township enterprises,and villagers in the governance subject are facing problems such as institutional tension,the idling of autonomy rights and functions,the profitability of capital,and the weak awareness of participation in environmental protection.,Financial shortages and other issues.For problems,the author builds a path of collaborative governance through the combination of macro and micro aspects,and improves the top-level design by cultivating the concept of collaborative governance and providing a framework for collaborative governance in the macro aspect,and optimizing by clarifying the role positioning of the subject and building a collaborative platform The path of collaborative governance;on the micro level,author believes that it is possible to set up a Xiangxian Council,and at the same time evaluate the authority of each agent and give different degrees of empowerment to the vulnerable participants involved.The Xiangxian Council,is collaborative governance center,should fully participate in the collaborative start-up process,incentive process,monitoring process and feedback process to achieve the effectiveness and fairness of collaborative governance.
