Research On The Governance Of Rural Living Environment In Shanghai Suburbs

With the rapid development of my country's economy,the construction of new urbanization has achieved remarkable results,and the appearance of the city has taken on a new look.However,the urban-rural gap still exists.The urbanized areas are full of modern facilities,the garbage classification is orderly,and the roads are spacious and clean.However,compared with the urbanized areas,the rural areas lack supporting infrastructure,lack complete planning,village tolerance,garbage disorder,and more sewage.The phenomenon still exists,and the quality of life of the villagers needs to be improved.The report of the 19 th National Congress of the Communist Party of China puts forward the "village revitalization strategy".In order to develop villages,it must meet the requirements of "ecological livability".An important cornerstone of ecological livability is to manage the rural human settlement environment,and to create a country with beautiful pastoral orchards,excellent villages,and clean villages,houses and rivers must rely on the strategy of rural revitalization.With the introduction of various policies,the governance of rural human settlements has improved significantly in the past two years.However,while the rural living environment has been improved,it cannot be ignored that there are still problems such as the lack of environmental protection awareness of villagers,the slow progress of garbage classification,the uneven construction of infrastructure facilities,and the lack of a multi-center governance pattern.Compared with cities,the rural environment is more complicated.It changes the situation of “ unmanned,uncontrolled,incomplete,and incomplete ” in the countryside,improves the quality of the supply of rural public products and public services,and satisfies the villagers' desire for a better life.It is hoped that the task of improving the rural human settlement environment is arduous and urgent.As a metropolis with the highest level of urbanization in the country,Shanghai has the highest urbanization rate in the country.Shanghai is a template and benchmark for China's future construction.Taking November 1,2020 as the standard time point,the city's total permanent population is 24,870,895,of which 2,661,515 people live in rural areas,accounting for 10.7%.However,half of Shanghai's total area is the suburbs.Based on the data analysis of the proportion of population and regional area,Shanghai's rural areas will continue to exist,and some people will continue to produce and live in the rural areas.Pudong New Area,as the largest population and regional area in Shanghai,suburban villages account for more than one-third of the total area.In the process of promoting urbanization,it also faces many rural governance issues.The rural environment is deteriorating.The work of living environment governance is imperative.Therefore,this article takes Pudong New Area as an example to discuss the governance mechanism of the rural environment in the suburbs of Shanghai.This article attempts to study and explore the process of rural residential environment governance in Pudong New Area.Through field visits,case analysis,questionnaire surveys and interviews with relevant personnel,it summarizes the current government-led governance measures and analyzes the current process of rural human settlement environment governance.Existing problems,and at the same time summarize the reasons for these problems in the governance process of Pudong New Area.Starting from practice,it puts forward the principle of adapting measures to local conditions,the principle of equal cooperation,and the principle of long-term normalcy.It adopts changes in government functions,mobilizes villagers to participate in cogovernance,advocates the participation of market players,guides non-profit organizations to participate in governance,and improves the multi-center governance system in order to help Shanghai The city's rural human settlements environment management has made suggestions and suggestions,and provided certain practical significance for other cities in the process of urbanization to implement development strategies.
