Study On The Current Situation And Countermeasures Of Chongqing Highway Traffic Violation

The 19 th Communist Party of China National Congress has made decision to build China into a country with“strong transportation network”for the first time.At the same time,Chongqing has been chosen as a pilot city for“strong transportation network”by Ministry of Transport of the People’s Republic of China.In order to support the construction of“Two High Qualities,Two Places”of Chongqing,highways must play a bigger role.However,highway traffic violations have become a disadvantage of cities,which is not only destroying urban ecological environment,having bad effect on the development of local economy and quality of people’s life,but also threatening the safety of people’s lives and properties.It should be should be taken seriously.This paper firstly proposes the main issue of research through background of governance of highway illegal violations and researches both here and abroad,then systematically sorts out relevant theoretical concepts such as Action Control Theory,Public Goods Theory,the Game Theory,Transaction Cost Theory and Governance Theory through data collection.By analyzing current situation of Chongqing highway traffic violations,this paper seeks for real reasons that causes highway traffic violations from five aspects,including the drivers,the traffic management departments,laws,people’s consciousness of laws,and extreme weather.Further more,it’s enlightened by the successful practices of home and abroad,and it puts forward a proposal a solution of Chongqing highway traffic violations including comprehensively deepening reform of administrative system,Enacting and improving rules and regulations,raising the illegal cost and establishing credit incentive mechanism,organizing more law education,establishing internet plus monitor system,building “Drivers’ home” to improve service quality,warning of extreme weather,building a think tank.
