Research On The Government Function In The Construction Of Jinan Social Credit System

The social credit system is very important for the rapid and healthy development of the national economy.Since the eighteen Party Congress,the Central Committee of the CPC,with Comrade Xi Jinping as its core,attaches great importance to the construction of the social credit system.The construction of our social credit system has achieved initial success,the people’s sense of honesty has been greatly improved,the society’s integrity atmosphere has gradually formed,the credit industry has begun to take shape,and the social credit system has been built.Enter the fast lane of sound development,to ensure the transition of China’s economic development to a mature market economy.Jinan has followed the strategic deployment of the Party Central Committee in the construction of social credit system.Guided by the government,it has successively issued the plan for the construction of Jinan social credit system(2016-2020),created the "1314" Jinan model of credit platform(i.e."one network,three databases,one platform and four applications"),established the "double publicity" of credit information and the credit joint reward and punishment mechanism,etc.the atmosphere of credit has achieved initial results.At the same time,the construction of Jinan’s credit system started late,and dishonesty often happened.There are problems such as insufficient public trust of the government,imperfect sharing mechanism of credit information,lack of credit management professionals and slow development of the credit service market,How to strengthen the construction of social credit system,speed up the improvement of social credit system,and strive to build social credit,business credit,government credit and judicial public credit,so as to finally realize the strategic goal of Jinan’s construction of a modern international metropolis with "great strength,beauty and prosperity" and the decisive function of the government Effect.This paper is divided into seven chapters.The first chapter is the introduction,which mainly discusses the background and significance of this topic,combined with the relevant theoretical research at home and abroad,to clarify the research ideas and methods.The second chapter discusses the related concepts and theories,which lays the theoretical foundation for the study of Jinan social credit system construction.The third chapter summarizes the role of government in the construction of social credit system through theoretical study.The fourth chapter focuses on the performance of the government’s functions in the construction of the credit system,such as the main measures and achievements of the government’s functions,and analyzes the existing problems in the construction of the social credit system in Jinan.The fifth chapter seeks Countermeasures after the fourth chapter,compares and analyzes the domestic and foreign typical social credit system construction mode,summarizes the successful experience.The sixth chapter summarizes the general rules of the typical model,combined with the current situation of Jinan,puts forward suggestions to improve the performance of the government functions in the construction of Jinan credit system,such as strengthening the integrity of the government,cultivating professional talents,supporting credit intermediary agencies,etc.The seventh chapter is to summarize the conclusion of the paper and the prospect of further research.
