China is in the process of establishing and perfecting the socialist market economic system,the market economy conditions in the transition period are still immature.The asset valuation faces an unstable external social and economic environment,which brings many risks.In the transition economy,the definition and clarification of property rights is a gradual process.During this process,there are many ambiguities in property rights,which have a significant impact on the value of assets and increase the professional risk of asset valuation.This paper enriches the research on the professional risk of asset valuation.The research object is the professional risk when valuers pay attention to the legal rights of the appraisal object.This paper systematically discusses the professional risk brought by the ambiguity of property rights in the process of asset evaluation.This paper discusses in detail the possible risk to evaluation institutions and their professions when values pay attention to the legal rights of the appraisal object,then proposes corresponding risk management strategies in combination with different risk management entities.It is helpful for valuers to change their working concepts and establish a sense of risk when paying attention to the legal rights of the appraisal objects to avoid the occurrence of liability for fault.At the same time,it will also help to improve the risk governance structure of asset evaluation institutions and enhance their ability to respond to the professional risks.This research focuses on the cross-cutting areas of legal issues and asset valuation practice issues,and constructs a theoretical system that guides the practice of asset valuation from a broader perspective to solve issues related to asset valuation practice.The main conclusions are formed on a cross-sectoral and interdisciplinary basis.Valuers have a legal obligation to pay attention to the legal rights of the appraisal objects.Valuers have to bear corresponding legal responsibilities if they fail to perform their duties of attention to the legal rights,which results in the professional risks.Valuers pay attention to six types of risks: legal and regulatory risks,market risks,internal governance risks,personnel risks,operational risks,and assessment object risks.According to the research,the valuers have a certain degree of risk awareness when they pay attention to the legal rights of the assessment objects,but risk events are still frequent,indicating that it is difficult for the valuers to focus on different types of risks,which is problematic in current risk management.The study found that the effects of internal risks are more pronounced than external risks.Among them,the problem of insufficient quality control of the assessment institutions in internal governance risks,the lack of independence and competence of the valuers in personnel risks,and the improper implementation of verification procedures in operational risks are particularly important,which should attract widespread attention from risk management departments.Risk management cannot be achieved without the joint efforts of valuers,appraisal institutions and appraisal industry associations.Only through comprehensive and multi-layered risk prevention can the purpose of eliminating damage consequences be achieved and the sustainable development of the assessment industry be continuously promoted.
