In the late 1960 s,a far-reaching administrative management reform started in the West.This is called the "New Public Administration Movement".The center of gravity of government functions gradually changed from a management-led form to a decentralized and coordinated supervision form.It is also in the context of a specific era that the government’s government service outsourcing model has begun to develop.Some government services are outsourced to more professional third-party departments.This allows the government to get out of the complicated affairs and concentrate its manpower on the more needed places.On the one hand,this way can reduce the human resources cost,and on the other hand,this new way can mostly enhance the services quality.In 1998,China introduced the”one-stop”and”service outsourcing”model of government service,at the same time,China established the first government service hall.Since then,all over the country began to explore the operation mode of the government service hall to different degrees.In 2015,Hubei Province adopted the”window service outsourcing”model,conducted bidding through standardized procedures,signed service outsourcing contracts with contractors,and outsourced some government services to professional third-party agencies.In addition,it has been recognized by the public for optimizing staffing and improving efficiency.However,there are certain risks in contracting government services for private enterprises.The government need to further improve the government service outsourcing’s quality and efficiency,the government want to build a comprehensive and scientific government service outsourcing performance evaluation system.Only in this way can the performance of government service outsourcing be fairly evaluated.This paper focuses on the performance of government service outsourcing.This article through the related literature research and field research,and then collect and sort out the data.The purpose is to build a more scientific and reasonable performance evaluation model of government service outsourcing.Firstly,it summarizes the performance evaluation of government service,government service outsourcing and government service outsourcing.Secondly,this paper expounds the service,the egovernment service outsourcing,the performance evaluation of e-government service outsourcing and a series of concepts.Thirdly,this paper describes in detail the present situation,existing problems and motivation of performance evaluation of government service outsourcing.On the basis of field investigation,a relatively reasonable evaluation index system is established,and the performance evaluation system was used to evaluate the performance of government service outsourcing in district D.On the basis of practical survey data,this paper discusses the connotation of multi-level indicators about the government service outsourcing performance in district D,and puts forward suggestions on enhancing the performance of government service outsourcing in district D.There are four chapters in this paper roughly.The introduction mainly describes the research origin and significance of performance evaluation of government service outsourcing in district D.This paper reviews the research status of domestic and foreign scholars,then puts forward the research ideas and methods of this study,and mentions the innovation points and possible shortcomings of this study.The first chapter mainly introduces the concepts of government service,government service outsourcing and government service outsourcing performance.This paper discusses the relevant theoretical basis of the research needs,including new public service theory,public choice theory and government performance management theory.The second chapter mainly discusses the practical experience of government service outsourcing in other regions,the problems existing in performance evaluation and evaluation motivation.The third chapter mainly introduces the idea of designing and constructing the performance evaluation model of government service outsourcing,and describes the contents of the model in detail.The fourth chapter mainly introduces the specific situation of district D,the status quo of government service outsourcing,and carries out the investigation and research on government service outsourcing in district D.Based on the performance evaluation system,the existing problems are analyzed and summarized from the perspectives of the government,contractors and the public.
