Since our country entered the aging society in 1999,the rate of aging has been accelerating,and the number of elderly population has also been increasing year by year.According to data from the National Bureau of Statistics,as of the end of 2018,the number of elderly people aged 65 and over in my country reached 166.58 million,accounting for 11.9% of the total population,and the number of registered elderly people aged 65 and over in Kaifeng City reached 575,000,accounting for 12.6% of the registered population.Ranking in the forefront of Henan Province,has exceeded the national aging level.The ever-increasing number of elderly people will undoubtedly bring tremendous pressure to the government departments to provide elderly care services.Moreover,with the changes in the main social contradictions in our country,the elderly’s needs for elderly care services are becoming more and more diversified,which makes it more and more difficult to meet the diversified elderly needs of elderly care solely relying on government forces.Therefore,in order to provide the elderly with more diversified and higher-quality elderly care services,local governments have begun to introduce a diversified supply of elderly care services,that is,they choose to purchase related elderly care services from social organizations such as elderly care service institutions that have the ability to provide elderly care services.This local government began to change its role,from a provider of elderly care services to a buyer of elderly care services.In the context of increasing pressure on the elderly,governments in various parts of our country have gradually begun the practice of government purchase of elderly services,and have achieved certain results.However,due to the late rise of the Chinese government’s purchase of elderly care services,it is still in the stage of exploration and development,leading to a certain lack of understanding of this purchase in the current society.Therefore,if the government wants to better carry out the purchase of elderly care services,it must use a scientific and reasonable elderly care service performance evaluation system to conduct performance evaluations on the elderly care service items and contents that have been purchased in a timely manner to find out the factors that affect the purchase performance.Take corresponding countermeasures to improve,so as to ensure that more high-quality and efficient elderly care services are provided for the elderly.Based on a large number of relevant literatures,this article synthesizes previous studies and uses the "4E" evaluation theory to initially construct a performance evaluation system for the government to purchase elderly care services;secondly,this article adopts a combination of qualitative and quantitative research methods to evaluate indicators Screening to determine the final evaluation index system.In addition,this article selects Kaifeng City as the research object,and evaluates the performance of the elderly care services purchased by the Kaifeng Municipal Government through a scientific evaluation index system.On the one hand,it can find out the factors that affect the purchase performance,and then put forward relevant countermeasures and suggestions,with a view to relevant departments of Kaifeng Provide reference for the next step;on the other hand,it can also provide some inspiration and reference for other local governments to purchase elderly care services for performance evaluation,and encourage government departments to use their own elderly care resources more scientifically and rationally to ensure that the purchased elderly care services meet the expected goals.
