The Research On Performance Evaluation For Local Government Purchase Endowment Service

With the arrival of population aging society, China’s pension services become increasingly prominent, the government unilaterally alone provide direct care services can’t meet the diverse needs of the elderly. To diversify the supply of care services, the government choose to buy pension services to community organizations, and the supply side by the pension service is converted to purchaser. In recent years, the Chinese government purchase home care services practice to bear fruit in some areas and achieved good results. However, the government later home care service to our country is still a novelty. Government, the public, various social organizations understand it insufficient, and study of this new model is still in its infancy. To successfully play "smart buyer" role, the Government must be able to evaluate the performance of pension service purchased from outside. Government purchase home care services for the elderly fundamental purpose is to provide better quality, more efficient care services, therefore, to establish a scientific performance evaluation system to ensure the quality of government service purchase is necessary.Contents of this paper is divided into six parts. The first is the introduction, this section focuses on local governments to purchase pension service performance evaluation background, purpose and significance of this topic, and do a literature review of existing research. Then introduces the main research method used and the main content of the proposed innovation and research shortcomings. The second chapter lists the theory of this study, the three basic concepts of "public service", "care services" and "Performance Evaluation" defines and describes the performance of the government to buy pension services stakeholders, function and role of performance evaluation and specific courses of action. In the last section of this chapter, introduced by Beijing, Changsha City, Inner Mongolia and Guangdong provincial government to buy endowment service performance situation, summed up our local government pension service later performance evaluation of relevant experience and practical difficulties.
