School bullying is a social phenomenon,which reflects negative effects on students from many different social factors.We should take it seriously and realize physiological and psychological damages for students and disruptions for campus and social environment caused by school bullying,and thus importance of social security and govern on it.Although school bullying is a very complex phenomenon,there is no clear definition about it in researches until now.A clear concept is a start point in order to have a better understanding,so it is urgent to define clearly what school bullying exactly is.In this assay,at the beginning,we define what school bullying is.And then we analyze the security issues of school bullying and security theory.In addition,we investigate psychological,social and secure factors caused by school bullying through combining theoretical advantages of social security and govern.Finally,we analyze the current state about social security and govern on school bullying and summarize systematic and practical suggestions to prevent and regulate it,thus helping students grow up in a healthy and secure environment.This article consists of three parts,which are introduction,main body and conclusion.In the introduction,background and significance,literature review,the basic idea,research methods and innovations will be briefly discussed.In the main body,it can be divided into four chapters.For the first chapter,we define school bullying,which is a physical,personal or psychological damage behavior in a short or long term between students happening on or around primary or middle school campus.Furthermore,we analyze the security issues of school bullying,then we discuss the theories of social security and govern,and put forward three aspects,including theory,main body,and specific methods,to investigate social security and govern on school bullying.The second chapter mainly analyzes the reasons why school bullying exists.In the aspect of psychology,primary and middle school students are still immature and in a developmental imbalance special stage.Their requests are often ignored by parents or teachers.In addition,they tend to learn misconduct actively or passively to express their emotions in real life.In the aspect of social,some students are influenced by bad models,and thus developing wrong values.Besides,there is a lack of powerful law guidance.Therefore,they are likely to bully others.In the aspect of social security,secure problems and harsh relationships on or around campus are also critical reasons.The third chapter analyzes the current state of social security and govern on school bullying in China and other countries.Some countries are stricter than legislation andhave significant effects;some countries have both the rule of law and moral education,and they are relaxed.Specifically,summarizations about regulation characteristics in China and other countries and reflections will be discussed.On the basis of analyses above,the fourth chapter puts forward optimized advices for regulations on school bullying from macroscopic theories to specific methods.As for regulation theories,we should always insist on taking multi-governance,lawful regulation and prevention as our primary goal.As for education,secure,lawful and psychological education should be paid more attention to.Different measures should be used for students with different ages.As for law,we should make it more complete.A clear lawful format and system in terms of theories,main body and behavior subjects’ responsibilities should be established.In the conclusion,in addition to summarization,we propose some shortcomings and possible new research directions on social security and govern for school bullying.Furthermore,we expect more progresses on researches and practices about social security and govern on school bullying to regulate it and to reduce incidence,and thus providing a safer grow-up environment and more timely and efficient service.
