| Since the 18 th National Congress of the Communist Party of China,the proposition of China’s national governance capability and governance system modernization has been constantly raised to new strategic heights and given new strategic requirements.Since entering the new era,the rural society has been constantly showing new vitality and is also facing new challenges.As the end of the national administrative system,the effectiveness of rural social governance determines the level of development of the "five in one" rural field,while demonstrating the extension of the national governance system and capabilities.As an important part of China’s modernization construction,rural governance has always been regarded by the party as the focus and grasp of the "three rural" work.The difficulty of rural governance lies in the backward economic development level,the empty industry,the "methord" of thinking about the revitalization of the rural economy,and the "road" of exploring a reliable team of virtuous villagers.At present,China’s rural governance is characterized by the transformation of governance subjects from "multiple and mixed governance" to "multiple and coordinated governance",the transformation of governance objectives from regulation to the realization of high-quality supply,and the transformation of governance process from authority submission to democratic consultation;The principal responsibility ambiguity is blurred,the governance system conflicts with the village regulations and the conventions,and the role of the township sage is weak.To optimize rural social governance,we should strengthen the protection of farmers’ interests,emphasize the autonomy of the main body and high-quality supply services,and guide villagers to self-management,self-education,self-service and self-supervision.Improve the collective behavior of villagers by strengthening the collective economy and building a new type of interest community;by redefining the appropriate governance unit,clearing spatial obstacles for governance of the capable.Combined with the reality of the village,actively explore ways to solve the problem,and promote the scientific,standardized and appropriate measures of rural governance.Urban governance and rural governance are interrelated and promote county-level good governance by improving rural governance capabilities and the construction of urban and rural China in the new period.We should focus on analyzing the real environment of rural governance in the process of modernization,combining the new trends of rural social development in our country,integrating research and classification guidance,and sorting out the overall ideas and path measures to promote the modernization of rural governance capabilities and governance system in China under the new situation.The strategy of revitalizing the strategy and getting rid of poverty will be decisive to win the rural society and build a well-off society in an all-round way.We will contribute rural construction programs to the research field of national governance and Chinese programs to the research field of social governance,so as to realize farmers’ longing for a better life. |
