Research On The New Problems And New Path Of Improving Rural Governance Capacity During The Process Of Modernization

According to the report of the 19 th National Congress of the Communist Party of China,we should implement the strategy of rural revitalization,strengthen the basic work at the grass-roots level in rural areas,and improve the rural governance system combining autonomy,rule of law and rule of virtue.As an important foundation and key link of national governance,rural governance ability directly affects the development of national governance level.The key to promote the modernization of rural governance ability is to base on the actual situation of the countryside,actively explore the chronic diseases in the construction of rural governance ability,and explore a new path in line with the needs of the new scenarios according to the general objectives and requirements of the Rural Revitalization Strategy.Taking the modernization process as the background,aiming at improving the rural governance capacity,this paper discusses the current difficulties and new paths faced by the construction of rural governance capacity,which has important theoretical value and practical significance for realizing the modernization of rural governance system and governance capacity,and further promoting the modernization of national governance system and governance capacity.Based on the analysis and discussion of the related concepts and theories of rural governance capacity,and based on the study of the first 20 typical cases of rural governance in China,this paper focuses on the analysis of many achievements in the construction of rural governance capacity in recent years,including the leadership ability of the Party committee,the ability of government responsibility,the ability of democratic consultation,the ability of social coordination,the ability of public participation,and the guarantee of the rule of law Ability and technology support ability.From the perspective of realizing the modernization of rural governance ability and governance system,this paper analyzes the difficulties and causes of the construction of rural governance ability in China.According to the 20 character policy of "effective governance,prosperous industry,civilized rural style,rich life and livable ecology" in the strategy of rural revitalization,this paper proposes to enhance the integration of rural autonomy,rule of law and rule of virtue,and the development of rural economy Competitiveness,cohesion of rural excellent culture,support of rural infrastructure and implementation path of rural ecological environment improvement.
