| The supervision of accredited institutions is an important component in the supervision system of our Party and State.Since the 18 th National Congress of the Communist Party of China(CPC),the CPC central committee has attached great importance to the establishment of accredited institutions for discipline inspection and supervision,the constantly deepened reform of accredited institutions,and the full fulfillment of accredited supervision functions in the state supervision system.At present,the anti-corruption work has won a great victory,but there still exists many difficulties and challenges.Under the circumstances of the reform of the national supervision system,the reform of the accredited institutions has entered a crucial period of deepening.In this context,it is of great practical significance to empirically study the problems and countermeasures in the supervision and operation of prefecture-level discipline inspection and supervision accredited institutions.In this paper,the author will take D state as an example of prefecture-level accredited institutions supervision of discipline inspection and supervision in the operation of the existing problems and countermeasures for empirical research.Based on the visit investigation,questionnaire investigation of these 17 accredited institutions of D state,the author will have a deep excavation of the problems existing in the operationin of the accredited institutions supervision,explore the causes of the problem,and then put forward feasible countermeasures and suggestions,hoping to deepen the reform of the accredited institutions and optimize stationed supervisory functions.The main contents and viewpoints of this paper are:Firstly,this paper briefly combs the historical context of the evolution of the discipline inspection and supervision accredited institution system,summarizes and analyzes the supervisory function of the discipline inspection and supervision accredited institution.The historical evolution of the discipline inspection and supervision accredited system can be roughly divided into three periods: the exploration and initial stage(1962-1982),the dual leadership system stage(1982-2001),the unified management stage(2001-2018),and the new development stage of the "accredited discipline inspection and supervision team" exploration from2018 till now.The main supervisory functions of the accredited institutions include routine supervision,investigation and handling of cases,handling of complaintreporting,carrying out accountability,and identification of clean government.Secondly,based on literature review and summaries of field investigation,the paper presents the current situation of supervision and operation of prefecture-level disciplinary inspection and supervision institutions.It is considered that the supervision operation modes of the prefecture-level discipline inspection and supervision accredited institutions include three modes: "point to point accredited institution" mode,"surface accredited institution" mode and "spot combined with surface accredited institution" mode.Meanwhile,taking D state as an empirical example to demonstrate the operation mode and achievements of discipline inspection and supervision accredited institutions.Thirdly,it reveals the problems and causes existing in the supervision and operation of discipline inspection and supervision accredited institutions in D state,and analyzes the representativeness and universality of these problems and causes in the supervision and operation of the discipline inspection and supervision accredited institutions at prefectural and municipal levels.It is pointed out that there are some problems in the supervision and operation of the discipline inspection and supervision accredited institutions in D state,such as lack of independence and authority,uneven quality level of the cadre team,poor work efficiency,and insufficient performance of the accredited institution.The main reasons for these problems include: the historical legacy issues of the system,the influence of the dual leadership system is difficult to eliminate,the system and mechanism are still not in place after the reform of unified management,the deficiency of supervision and evaluation mechanism for the dispatched cadres,and the construction of the cadre team is not in place,etc.The problems in the discipline inspection and supervision accredited institutions of D prefecture are representative and universal in the prefecture-level discipline inspection and supervision accredited institutions of the country.Lastly,based on the above research,the paper finally puts forward some countermeasures and suggestions to optimize the supervision and operation of prefecture-level discipline inspection and supervision accredited institutions,including reforming the management system and mechanism,enhancing the status of accredited institutions,improving the evaluation and supervision mechanism,and strengthening the construction of talent team. |
