What is local legislation? What is operability? This is the premise and key to exploring the operational issues of local legislation.The feasibility is based on the evolution of local legislation,in other words,the logical rationality of its emphasis and expectation-"reasonable" depends on and needs to be supported by developed theories.More importantly,it needs laws to properly deal with life and accommodate people.Its bearing and distribution of realistic rationality-"easy to implement",depending on participate in the appropriate practice for self-restraint,but also need the law to effectively contain benefits and value appreciation,to support the full text,to sublimate the connotation.Maneuverability to local legislation development as an opportunity to face the fragmentation of response measures or processing mechanism,this paper shows the basic local legislation by the basic category,origin and main body,permissions and scope,especially details the operability of the necessary of connotation and realistic existence,the analysis of the manifestation,influence factors and realistic problems,concise and comprehensive to reaches and system presents strengthen maneuverability of the technical path,the path of content and procedure.
