The development of water conservancy and hydropower plays an important role in promoting China’s economic and social development.Because of the characteristics of large inundated area and wide range,the construction of water conservancy and hydropower projects,especially the reservoir projects,often produces a large number of reservoir immigrants.Therefore,the resettlement of reservoir immigrants is the key and one of the difficulties in the construction of water conservancy and hydropower projects.Reservoir resettlement is a complex system project involving many fields,such as economy,society and environment.Whether the reservoir resettlement can be done well or not directly affects the success of water conservancy and hydropower projects.The location selection of resettlement area is a key link in the resettlement work of reservoir,which directly affects the quality of life,production conditions and social stability of the resettlement area after the resettlement.Therefore,the research on the optimization of resettlement area is of great significance to the practice of resettlement work and the development of resettlement theory.Aiming at the problem of reservoir resettlement area optimization,this paper analyzes the purpose,significance and content of reservoir resettlement area optimization,and introduces the content and method of reservoir resettlement area optimization in detail.By analyzing the characteristics of different resettlement methods,the optimal analysis of resettlement areas is carried out for the resettlement groups with different resettlement methods.Based on the analysis of the conditions that the reservoir resettlement area needs to meet,this paper analyzes the main factors that affect the suitability of the reservoir resettlement area and its specific influence mechanism,and establishes the optimization index system of the reservoir resettlement area.In this paper,the rough set theory is integrated into the process of reservoir resettlement area optimization,which realizes the integration of different decision-making opinions of multiple decision-makers,and makes it reflected in the process of analysis and calculation.By introducing the concept of rough number into the Best-Worst Method(BWM)and the ELECTRE method(Elimination Et Choice Translating Reality),and improving the traditional calculation method,a reservoir resettlement area optimization and group decision-making model based on the rough number BWM_ELECTRE method is constructed,and its feasibility and effectiveness are verified by an example analysis.Taking Xiajiang water conservancy project in Jiangxi Province as the research object,this paper analyzes and researches from different angles,and improves the optimization analysis method of reservoir resettlement area.
