The development of hydropower resources and the construction of water conservancy and hydropower projects are important ways for the development of clean energy in the future.The affected households in the inundation area and resettlement area(referred to as “two districts”)as the most affected entities in the process of hydropower development and construction should get enough compensation and assistance to reduce the negative impact of reservoir resettlement.Therefore,clarifying the impact of the resettlement project on the “two districts” farmers,reducing damage from all aspects,and ensuring the living standards and interests of farmers are of great significance for the smooth construction of water conservancy and hydropower projects and the harmonious development of society.From the perspective of welfare,this paper takes the “two districts” farmer households as the research object,based on Sen’s feasibility ability theory,uses fuzzy comprehensive evaluation analysis method to construct the measurement model of “two districts” farmers’ welfare evaluation;and according to the survey data from the actual investigations of the flooded areas and resettlement areas of Hunan Zaoshi Water Conservancy Project and Ludila Hydropower Station in Yunnan Province to explore the differences in the welfare changes of the “two districts” farmers during the reservoir resettlement process,and analyze the role of different conversion factors in the process of changes in the welfare of farmers in the “two districts”.The research shows that the welfare loss of farmers in the inundation area is more obvious than that of the farmers in the resettlement area after resettlement.The “two districts” farmers have significantly reduced their family economic,social security and psychological welfare levels,and the economic status of the inundated areas is most affected.The welfare of the living conditions and the production conditions of the farmers in the inundation area have not changed significantly and slightly changed,but the welfare of the farmers in the resettlement area have improved in terms of living conditions and production conditions.In comparison,the transformation of farmer welfare in the inundation area is more dependent on the proportion of non-agricultural employment and the education level of the head of the household,and it is more beneficial to improve the welfare of the farmers in the inundation area through government guidance and adjustment paidly of the contracted land,and the welfare conversion of farmers in the resettlement area is affected by the transfer method of cultivated land.At last,according to the research conclusions,the suggestions for improving the welfare of the “two districts” farmers are proposed in order to promote the common development of the inundation area and the resettlement area in the reservoir resettlement,and to promote the sustainable and healthy development of China’s hydropower industry in the new period.
