Research On Control Of Reservoir Resettlement Progress Based On Grey System Theory

The construction of large and medium-sized water conservancy and hydropower projects will inevitably produce reservoir migrants,who generally live in remote and economically backward areas,mainly farmers.For them,relocation and resettlement is not only a simple population migration,but also means that they have to abandon the original way of life,interpersonal relations,production mode and so on.Reservoir resettlement project is an important part of the whole water conservancy project.The smooth progress of resettlement project directly affects the implementation of other projects in dam area and reservoir area.To properly handle the problem of progress control in the process of resettlement is a necessary condition to ensure the normal construction of water conservancy and hydropower projects and social stability in reservoir areas and resettlement areas.At present,based on the Regulations on Compensation for Land Expropriation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Project Construction(Decree No.679),China has continuously explored and innovated,and formulated a series of control and management systems to ensure the progress of resettlement.However,with the improvement of various systems and methods,some key issues of resettlement progress control are still unresolved.This paper briefly introduces the theory of progress control,analyses the characteristics of reservoir resettlement,deeply studies the influencing factors of reservoir resettlement progress according to various characteristics,and through the analysis of the current reservoir resettlement progress control and management,obtains the unsolved barriers of the current resettlement progress control.The key problem is the quantitative control and active control of resettlement.This paper analyses the psychological changes of reservoir resettlement in the process of resettlement.Combined with the characteristics of reservoir resettlement,the influencing factors of reservoir resettlement are analyzed and summarized.Through the author's further induction and expert consultation,the reservoir resettlement progress control index system is constructed.By studying the concept,principle and scope of application of grey system theory,combining with the characteristics of reservoir resettlement,the theoretical feasibility of applying grey system theory to reservoir resettlement schedule control is obtained.According to the characteristics of reservoir resettlement,the factors of resettlement will are integrated into the grey relational model,and the influencing factors analysis model of reservoir resettlement progress is established.GM(1,1)progress prediction analysis method is used to predict the resettlement progress of reservoir resettlement,and effective measures are taken to dynamically control the resettlement progress of reservoir resettlement combined with GM(1,1)metabolism method.A set of reservoir resettlement schedule control method based on grey system theory is formed.Taking the resettlement project of Xiajiang Water Conservancy Project as an example,this paper obtains a more accurate prediction of the resettlement schedule,and obtains the key factors affecting the resettlement project progress of Xiajiang Water Conservancy Project.Eight constructive suggestions are put forward to control the progress of the project.It proves the reliability of the analysis model of influencing factors of reservoir resettlement,and verifies that the control method of reservoir resettlement schedule based on grey system theory is feasible,which can be applied to other types of resettlement projects,and provides new ideas and new methods for the quantitative and active control of resettlement schedule by resettlement institutions.
