| As an important part of the innovation of grassroots social governance,community social organizations play an important role in the community.The government pays more and more attention to the cultivation of community social organizations,and has also issued a series of policies and documents to promote community governance.L District of Jinan City has carried out two years of organization training work,has achieved initial results,but also encountered many problems and challenges.Through combing the cultivation path,starting with the relationship between the government,social work institutions and organizations,and through participatory observation and interviews,this paper obtains the first-hand information of voluntary service community social organizations.The main conclusions of this paper are as follows:(1)the reasons for the government to cultivate community social organizations are as follows:policy reasons;Reducing the burden of community neighborhood committee;It is conducive to meet the diversified needs of residents for public services;It is conducive to promoting community stability and further promoting social harmony;Improve residents’ autonomy(2)The path construction of the government to cultivate community informal social organizations is mainly multi-party joint efforts and social workers led(3)The interaction mode among government,social work institutions and community social organizations includes the following three roles:as a bridge between government and community social organizations,social work institutions can help the government achieve the goal of cultivating organizations;It is difficult for the government and community social organizations to have direct interaction;The cooperation between government and community social organizations is a kind of unequal relationship(4)Government departments and social work institutions need to give full play to the leading role of the government,give full play to the coordination role of hub type institutions,and give full play to the professional role of social work institutions to solve these problems. |
