| With the promotion of the policy of “streamlining administration and delegating powers” and “three society linkage”,the traditional community management model is gradually evolving into a modern multi-community governance mode.Against the backdrop of social governance innovation,cultivating and promoting community self-organization participation in community governance is becoming one of the main methods of community governance innovation.At present,however,many communities lack the experience and knowledge of community self-organization cultivation,and lack the methods of exploring community activists and cultivating self-organization leaders.Therefore,it is necessary to find out the strategies and methods of cultivating community self-organization leaders in order to cultivate more community self-organizations,so as to achieve innovation in community governance.Adopting the case study method,this study explored the strategies and skills in the process of cultivating community self-organization leaders.Based on the theory of strengths perspective,this study took the self-organization of “H Storytelling Home” in T urban community as an example,analyzing the current situation and drawbacks of the cultivation of community self-organization leaders through using literature research method.Additionally,in order to conduct an empirical study on the training process of three self-organization leaders in different phases of self-organization cultivation,community self-organization members,community workers,social workers and so on were deeply interviewed and observed purposefully through using in-depth interviews and participatory observation methods.The research showed that the cultivation of community self-organization leaders was both demanding and feasible.It was through the integration of cases,groups,community work and other methods to interact with cultivating objects in speech and action,to observe the individual characteristics such as cognitive behavior,social interaction,and role change,which meant the cultivating objects could be selected according to certain criteria.The cultivation strategy of“reviewing the situation,drawing on the strengths and complementing the weaknesses” exploited its resource advantages and changed the initiative of communityparticipation,which could cultivate the stage leaders suitable for self-organization cultivation in the early,middle and later stages of development.The research also showed that in order to cultivate community self-organization leaders,social workers need to play and adjust their roles in a timely manner.Five strategies should be adopted: selection of cultivation objects,cultivation of self-organization leadership consciousness,stimulating the potential of self-organization leaders,supporting network construction by self-organization leaders,obtaining positive growth experience of self-organization leaders and enhancing their abilities.In addition,the research also found that the construction of the self-organization leadership training mechanism of the trinity of social workers,community self-organization and self-organization leaders could better promote the emergence of self-organization leaders and the development of community self-organization. |
