Research On China’s Voluntary Service Policy From The Perspective Of Policy Tools

Modern voluntary service originated from religious charity activities in western countries in the early 19th century and is the product of human civilization to a certain extent.China’s voluntary service came into being with the establishment of China.In the early days,it was characterized by "voluntary movement" and took community voluntary service as the main form.In the 21st century,volunteer service has gradually expanded and deepened.The 2008 Wenchuan earthquake and the Olympic Games have further stimulated people’s enthusiasm for volunteer service,and China’s volunteer service has entered a period of full burst.From the Beijing Olympic Games to the G20 summit,from Wenchuan earthquake to the Jiuzhaigou Valley earthquake,from the "western college students plan" to fight against COVID-19,volunteers can be seen everywhere,volunteer service has been covered,including rescue,charity,community service and many areas.It has become the important force to promote the development of social progress and civilization.Based on the current situation and looking back to the past,voluntary service policies are constantly introduced.These policies at different levels and in different fields provide a good institutional guarantee for the development of voluntary service in China.The analysis of relevant policies helps us to have a deep understanding of the internal composition of the voluntary service policy system,and then provide suggestions for the optimization and improvement of the policy.This paper takes the national voluntary service policy from 2008 to 2020 as the research object,and collects a total of 50 policies.By referring to the existing research results and policy tool theory,this paper makes a quantitative analysis of the voluntary service policy system from the aspects of promulgation subject,policy type,volunteer service stage,policy tool and so on.The study found that there are still some problems in China’s voluntary service policy.Specifically,the overall structure of policy tools is unreasonable;The policy system is not perfect,the policy effectiveness is insufficient;The policy text is not operable well.Based on this,some suggestions are put forward.Firstly,the application structure of policy tools should be optimized,the proportion of regulations and strategic measures should be appropriately reduced,the application of tax incentives and financial support should be increased,the proportion of capital input and information service should be increased,and the support for "demand pulling" should be strengthened;Secondly,improve the policy system,speed up the legislative progress of the "Voluntary Service Law" and the research progress of planning and guidance policies,improve supporting policies and enhance the effectiveness of policies;Finally,improve the implementation rules of the relevant provisions,enhance the operability of the policy text.
