| Agriculture and rural areas are the foundation and guarantee for economic development.The 19th National Congress of the Communist Party of China put forward the rural revitalization strategy,profoundly explained How to take the road of rural revitalization.Among them,the talents are important resources that can not be ignored and an important guarantee of rural development.With the continuous emergence of new industries and new forms of business,the construction of new countryside needs the support of all kinds of outstanding talents,including appealing "leader",and creative main forces",as well as "rich people" who are good at management,farmers who understand technology and "local artists" who pass on culture.For a long time,the CPC Central Committee has attached great importance to practical talents in rural areas.All regions and departments have also actively explored and practiced the construction of practical talents in rural areas,and identified a large number of successful experiences.The team of practical talents in rural areas has gradually expanded,providing the driving engine for rural revitalization.However,there are still many weak links in the construction of practical talents in rural areas.The shortage of human resources is very serious,the technical level is not up to standard,the overall quality needs to be improved,the management service mechanism is not perfect,and the formulation and implementation of policies are not in place...Therefore,it is of great significance to study and explore how to build a team of high standard rural practical talents to promote the transformation and upgrading of rural industries and accelerate the leading of farmers to a well-off society.Based on the actual situation of M town in Linyi city,this paper analyzes the statistical data of rural practical talents in M town,uses the interview method and questionnaire survey method to further find out the problems in the construction of practical talents in rural areas,and puts forward countermeasures and suggestions for prominent problems.This paper consists of six parts.The first part elaborates the background and significance of the topic,analyzes the objectives and requirements of the rural practical talent team construction in the rural revitalization strategy,combs and summarizes the domestic and foreign research situations,and clarifies the research contents,ideas and methods.The second part defines the concept and types of rural practical talents according to the relevant documents on the construction of rural practical talents team issued by the central government,taking the theory of human capital,Maslow’s hierarchy of needs theory and people-oriented management theory as the theoretical basis.The third part introduces the basic situation of M town from the aspects of geographical conditions,economic society and agricultural production,analyzes the current situation of the construction of rural practical talent team in M town,and summarizes the main practices and policy support at all levels in promoting the construction of rural practical talent team.The fourth part comprehensively analyzes the problems existing in the construction of rural practical talents in M town from the aspects of the overall quality of rural practical talents,the functioning situation,the construction of system and mechanism,the content setting and implementation of relevant personnel policies.The fifth part analyzes the factors causing many problems in the construction of practical talents in rural areas,including the poor attraction of the grassroots environment,insufficient government attention,the lack of effective service system,the lack of professional and technical support in towns and villages,the failure of marketing allocation of talents,and the limited financial funds in towns and villages.The sixth part provides opinions and suggestions from the aspects of strengthening the leadership to create a good atmosphere,improving management service platforms,establishing and improving systems and mechanisms,and optimizing the rural development environment,so as to strengthen the construction of the rural practical talent team in M Town and stimulate the vitality of rural development. |
