Study On The Linkage Mechanism Of District(county)Emergency Response And Its Operation

After the institutional reform,the district(county)emergency management system has been continuously improved.With the unification of emergency management departments and the integration of various emergency response responsibilities,its own normalized emergency response linkage mechanism has been initially formed.However,in the accident,we can still find the problems of the district(county)in dealing with the emergency.The mechanism of "setting but not using" and"setting but difficult to use" are prominent,and the situation of the emergency management is particularly awkward.Based on the above background,this paper,taking A city D district and emergency response mechanism and its typical cases as the main research object,based on the mechanism design theory,the emergency management theory and coordination theory,from the mechanism of the three main architecture(emergency organization,emergency disposal mechanism and emergency security system)are analyzed,and further explore how to improve the emergency response linkage mechanism,improve the operation efficiency and other related issues,analyzes the causes of these problems in detail and gives the countermeasures and Suggestions to solve the problem,for the local government for reference to the further development of emergency management.For District D of A City,there are prominent problems in the early emergency response linkage work,such as chaotic on-site command,slow information flow and negative staff,which greatly hinder the efficiency of the linkage work of emergency response.The emergency response linkage mechanism was officially put into operation in Zone D in July 2020.After the operation of the mechanism,Area D has made great progress in the improvement of emergency organization capacity,emergency disposal efficiency and emergency supporting support.Based on the analysis of the mechanism operation,there are still some problems at present.The main body of emergency awareness is weak,the work motivation is low,whether it is the ability to panic caused by the lack of capacity,or the pressure caused by the frequent accountability of emergency work,all make the government staff up and down to have a slack coping psychology;The disposal process is still independent,with low efficiency,and the responsibilities of departments are not clearly clarified.Each department or headquarters still adopts the traditional method of dealing with a single disaster.Multiple information reports and"information islands" appear at the same time,which greatly increases the cost of responding to the incident.The support capacity is relatively weak,and the disposal process is unable to rely on and has no evidence to follow,which is mainly reflected in four aspects:severe formalization of emergency plan,non-conformity of emergency materials with modern requirements,ineffective command terminal equipment,and failure to popularise the concept of emergency in the overall environment.Based on three main theories,this paper analyzes the above problems from three aspects:from the aspect of organizational system,there are reasons for the low comprehensive coordination function of the government,low participation degree of social organizations and low coordination ability of the public;In terms of the disposal mechanism,there are some reasons for the unbalanced allocation of power resources,the asymmetry of emergency information resources,and the inadequate accountability incentive mechanism.In terms of supporting support,the emergency plan is not scientific and practical,the emergency material system is not perfect,the infrastructure does not meet the requirements of the current work,and the atmosphere of "big emergency" in the whole society is not strong.Based on this,this paper proposes to improve the linkage mechanism of emergency response from the following three aspects.First,to enhance the emergency response capacity of the government,social organizations and the public,so as to strengthen the emergency response organization system;Second,improve the emergency response mechanism by improving the effective integration of power resources,information public sharing and accountability incentive mechanism;Third,the emergency support system should be optimized from the four aspects of strengthening emergency plan management,attaching importance to emergency materials management,improving infrastructure equipment and attaching importance to publicity and education.
